GOVERNMENT OF INDIA MINISTRY OF TEXTILES RAJYA SABHA UNSTARRED QUESTION NO-3986 ANSWERED ON- 27/03/2026 SKILL TRAINING AND PLACEMENT UNDER SAMARTH 3986. SHRI NARAYANA KORAGAPPA: Will the Minister of TEXTILES be pleased to state: (a) whether SAMARTH Scheme of the Ministry provides skill training and facilitated placement in the textile sector; (b) number of artisans given skill training in textile and related sectors in the State of Karnataka during the last five years and the current year, year-wise and district-wise; and (c) whether 80 per cent of trained artisans have to be provided with placement, if so, the percentage of artisans from Karnataka who got placement during the above period ? ANSWER THE MINISTER OF TEXTILES (SHRI GIRIRAJ SINGH) (a): Yes, Samarth (Scheme for Capacity Building in Textiles Sector) of Ministry of Textiles provides demand driven and placement-oriented skilling programme to supplement the efforts of the industry in creating jobs in the organized textile sectors, covering the entire value chain of textiles, excluding Spinning and Weaving, on pan India basis. Under the scheme, the implementing agencies are required to ensure a minimum placement of 70% of the successfully trained candidates in entry-level courses and 90% in upskilling/reskilling courses. (b): A total of 1,27,229 beneficiaries including artisans were trained under the Samarth scheme in the state of Karnataka during 2020-21 to 2025-26 (till 10.3.2026). District wise number of beneficiaries who have been trained (pass) under the scheme in the state of Karnataka during the last five years and the current year is given in Annexure I.
