GOVERNMENT OF INDIA MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP LOK SABHA UNSTARRED QUESTION NO. 3777 ANSWERED ON 16.03.2026 SKILL TRAINING IN BHIND AND DATIA DISTRICTS †3777. SMT. SANDHYA RAY: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: (a) the number of youth from the Bhind and Datia districts of Madhya Pradesh targeted to be provided skill training during the year 2026-27 along with the number of youth trained so far during the last three years and the current year; (b) whether the number of training centers operating under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) and Jan Shikshan Sansthan (JSS) in the said districts are adequate, if so, the details thereof along with the plan for opening new such centres; (c) whether the Government has data on the actual employment/self-employment of youth trained in the said districts and if so, the details thereof, district-wise; (d) whether the Government proposes to start specialized skill courses tailored for the needs of local industries, agriculture-based units and defense/border areas and if so, the details thereof; and (e) whether the Government proposes any special programme to provide language and skill training to youth from the said districts or employment in abroad and if so, the details thereof? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY) (a) to (c): Under the Government of India’s Skill India Mission (SIM) , the Ministry of Skill Development and Entrepreneurship (MSDE) delivers skill, re-skill and up-skill training through an extensive network of skill development centres under various schemes, viz. Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Shikshan Sansthan (JSS), National Apprenticeship Promotion Scheme (NAPS) and Craftsman Training Scheme (CTS) through Industrial Training Institutes (ITIs), to all the sections of the society across the country including the districts of Madhya Pradesh. The SIM aims at enabling youth of India to get future ready and equipped with industry relevant skills. Details of candidates trained under various schemes of MSDE during the last three years and current year (till 31.12.2025) in Bhind and Datia districts of Madhya Pradesh are as under: PMKVY JSS NAPS ITI Bhind District 3,353 7,317 1,946 8,565 Datia District 4,653 7,360 123 4,758The schemes of MSDE are demand driven and the training centres under these schemes are set up or engaged on need basis. The details of the training centres set-up or engaged in Bhind and Datia districts of Madhya Pradesh as on 31.12.2025 are as under: PMKVY 4.0 Centres (STT+SP) JSS centers NAPS Establishments ITIs Bhind District 12 01 26 29 Datia District 17 01 06 19 Further, to enhance the overall quality and relevance of vocational training in the country, MSDE has launched Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM SETU) scheme which inter-alia aims to upgrade 1,000 Government ITIs (200 Hub ITIs and 800 Spoke ITIs) in a Hub and Spoke model, wherein upgradation includes smart classrooms, modern labs, digital content, and new courses aligned to industry needs. Placements were tracked under the Short-Term Training component of PMKVY in the first three versions (PMVY1.0, PMKVY 2.0 and PMKVY 3.0) implemented from 2015-16 to 2021-22. Under PMKVY (1.0, 2.0 and 3.0), 3058 candidates were reported placed and 229 candidates were reported self-employed in Bhind district of Madhya Pradesh. Also, 2,621 candidates were reported placed and 504 candidates were reported self-employed in Datia district of Madhya Pradesh. Under PMKVY 4.0, the focus is on empowering our trained candidates to choose their varied career path and they are suitably oriented for the same. Skill India Digital Hub (SIDH) provides wide range of courses for skill training and facilitates access to jobs and apprenticeship opportunities for the trained candidates are available on SIDH portal. Further, Kaushal Melas and PM National Apprenticeship Melas (PMNAMs) have been organized to facilitate the placements opportunities to the certified candidates. Under JSS, Livelihood Cell has been set up to orient the candidates for entrepreneurship and livelihood promotion. (d): The District Skill Committees (DSCs), set up across all States/UTs, are mandated with formulating District Skill Development Plans (DSDPs) which identify the sectors with employment opportunities as well as the associated demand for skilling in the district, and map the available facilities for Skill Training. Skill Development Programmes of the Government are designed and implemented to bridge identified skill gaps aligned with needs of local industry including agri- based units. (e): To prepare Indian youth for overseas employment opportunities, MSDE has established 07 Skill India International Centres (SIICs) at Bengaluru, Bhubaneswar, Guwahati, Hyderabad, Kanpur, Ludhiana and Varanasi. These centres provide internationally aligned domain skill training and language training as per international standards and requirements of destination countries. In addition, Pre-Departure Orientation Training (PDOT) under the Pravasi Kaushal Vikas Yojana (PKVY) of the Ministry of External Affairs is imparted to orient candidates on language familiarisation, cultural aspects of destination countries, labour laws, and safe migration practices. *****
