SHRI P C MOHAN: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the number of slum rehabilitation projects undertaken in Karnataka particularly in Bengaluru under the Pradhan Mantri Awas Yojana – Urban (PMAY-U) or any other centrally sponsored schemes during each of the last five years; (b) the total number of slum dwellers rehabilitated under these schemes in Bengaluru along with the number of housing units constructed and allotted; (c) the details of central assistance sanctioned, released and utilised for slum redevelopment projects in Karnataka; (d) whether any proposals from the State Government of Karnataka or Bruhat Bengaluru Mahanagara Palike (BBMP) for new slum rehabilitation projects are currently under consideration; and (e) if so, the details and the current status thereof along with the expected timeline for their implementation? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) to (c): ‘Land’ and ‘Colonisation’ are State subjects. Schemes related to housing and slum rehabilitation are implemented by State/Union Territory (UT) Governments in their respective regions. However, Government of India supplements the efforts of States/UTs by providing Central Assistance under Pradhan Mantri Awas Yojana – Urban (PMAY-U) to provide pucca house with basic amenities to eligible urban beneficiaries across the country …2/--2- including slum dwellers. Eligible beneficiaries including slum dwellers could avail benefit of PMAY-U through available four verticals i.e., Beneficiary Led Construction or Enhancement (BLC), Affordable Housing in Partnership (AHP), In-Situ Slum Redevelopment (ISSR) and Credit Linked Subsidy Scheme (CLSS). The scheme is demand driven and selection of beneficiaries under various verticals preferred by beneficiaries, formulation of projects and execution are done by States/UTs. Based on the project proposal submitted by States/UTs, more than 1.12 crore houses have been sanctioned under PMAY-U by the Ministry across the country including 5.84 lakh in Karnataka, out of which 93.61 lakh are completed/delivered to the beneficiaries across the country, as on 14.07.2025. The scheme period has been extended up to 31.12.2025 to complete sanctioned houses without changing the funding pattern and implementation methodology. Out of the total sanctioned houses under the scheme, about 29 lakh houses have been sanctioned to slum dwellers under AHP/BLC/ISSR verticals of PMAY-U, of which more than 1.29 lakh houses have been sanctioned for slum dwellers in Karnataka. (d) & (e): Based on the learnings from the experiences of implementation of PMAY-U, MoHUA has revamped the scheme and launched PMAY-U 2.0 ‘Housing for All’ Mission with effect from 01.09.2024 for implementation in urban areas across the country to support 1 crore additional eligible beneficiaries in next five years. PMAY-U 2.0 is implemented through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS). Slum redevelopment projects can be taken under BLC or AHP vertical depending on method of implementation. The State Government of Karnataka has signed the Memorandum of Agreement (MoA) to implement the PMAY-U 2.0 scheme.
