Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to
state:
(a) the current status of the Smart Cities Mission (SCM) across the country
including the total number of projects sanctioned, completed and under
implementation as on date, State-wise;
(b) the details of Smart Cities in Maharashtra, city-wise including Mumbai,
Pune, Nagpur, Nashik and Thane along with the number of projects
approved, completed and delayed in each city;
(c) the details of the proposed future projects under the Smart City
initiative in the country particularly in Maharashtra;
(d) whether there are delays in the completion of Smart City projects in
Maharashtra and if so, the reasons therefor;
(e) whether the Government has conducted any performance
evaluation/impact assessment of Smart City projects in Maharashtra
and if so, the details thereof;
(f) whether the Government proposes to extend the timelines or modify the
framework of the said mission to ensure timely completion,
sustainability and public benefit of the investments made in the country,
particularly in Maharashtra and if so, the details thereof;
(g) the outcomes achieved in Maharashtra’s Smart Cities so far in terms of
measurable improvements in quality of life, livability and ease of access
to public services; and
(h) the steps being taken by the Government to accelerate the
implementation of pending projects under the SCM in Maharashtra?

(a) & (b) As per the information provided by the States/ UTs, as on
11.07.2025, out of a total 8063 projects amounting to ₹ 1,64,695 crore
undertaken in the 100 cities selected under Smart Cities Mission (SCM),
7,636 projects (95% of total projects) amounting to ₹1,53,977 crore have
been completed and the remaining 427 projects amounting to ₹10,718
crore are ongoing. The State/ UT wise list of projects completed and
ongoing is at Annexure-I.
Under SCM, 08 cities, viz. Aurangabad, Kalyan-Dombivali, Nagpur,
Nashik, Pimpri Chinchwad, Pune, Solapur and Thane have been selected
in the State of Maharashtra. In these 8 cities, as on 11.07.2025, out of a
total 347 projects amounting to ₹16,980 crore, 328 projects (95% of
total projects) amounting to ₹15,425 crore have been completed and the
remaining 19 projects amounting to ₹1,555 crore are ongoing. City wise
details of completed and ongoing projects are at Annexure-II.
(c) With the closure of SCM on March 31, 2025, there is no Budgetary
allocation under SCM for this financial year.
(d) As apprised by the cities covered under SCM, the challenges
encountered in implementing projects include, inter-alia, legal issues,
delay in obtaining clearances from different departments, land
acquisition, challenges in vendor and resource availability in small &
medium cities, centralization of decision making in few cities,
utilization of full capacity of ICCCs with integration of all municipal
departments and agencies, frequent changing and dropping of projects.
(e) A mid-term evaluation study was undertaken by ‘Niti Aayog’ for
‘Evaluation of Centrally Sponsored Schemes in Urban Transformation
Sector’. As part of the study, SCM was evaluated, and the report was
published in February 2021. Recently, NITI Aayog has initiated a Third-
Party Assessment of the Mission which has already begun.
Further, Ministry of Housing and Urban Affairs (MoHUA) had partnered
with reputed academic institutions for conducting thematic impact
assessment in the Smart Cities. The goal of the studies was to
understand impact of SCM at City/ National level and compilation of
learnings to be shared with other cities and used for any future urban
development missions.(f) & (h) Post the financial closure of SCM on 31 March 2025, MoHUA has
issued Advisory No 27 dated 10 June 2025 to all States/ UTs, including
Maharashtra, wherein all SPVs are requested to ensure the timely
completion of all ongoing SCM projects. Further, the advisory
underscores repurposing of SPVs to meet emerging urban challenges.
States and Union Territories, through their respective High-Powered
Steering Committees (HPSCs), have been encouraged to chart out urban
sector priorities and map areas where SPVs can continue to play a
strategic role.
(g) The sector wise outcomes of projects in the smart cities of Maharashtra
are at Annexure-III.
