Will the Minister of MINORITY AFFAIRS be pleased to state:-
(a) the details of the funds approved, funds released and physical progress under the Smart Classroom component of Pradhan Mantri Jan Vikas Karyakram (PMJVK), State/UT-wise and district-wise particularly for Maharashtra;
(b) the details for Solapur, Nandurbar, Bhandara, Sangli and Dhule districts indicating approved units, total project cost, Central share, funds released to date and stage of completion, district- wise along with the comparative figures for other districts in Maharashtra; and
(c) whether the Government is aware of gaps between approved allocations and actual releases particularly in Maharashtra under PMJVK along with the reasons for delays or underutilisation and the time-bound corrective measures proposed by the Government to ensure full utilisation, transparency and equitable implementation across districts and if so, the details thereof? (a) & (b) The Pradhan Mantri Jan Vikas Karyakram (PMJVK) is a Centrally Sponsored Scheme being implemented by the Ministry of Minority Affairs for the creation of community infrastructure in Minority Concentration Areas across sectors such as Education, Health, Skill Development, Women-centric projects, Drinking Water, Sanitation, Sports, Renewable Energy, Tourism, Animal Husbandry, and other community assets.
Under the revised fund release procedure of the Department of Expenditure, Ministry of Finance, funds under PMJVK are released to States/UTs in a lump-sum manner in accordance with the Single Nodal Agency (SNA) guidelines. These funds are not tied to individual projects or components, including Smart Classrooms. Instead, they form a common pool, which can be utilized by the States/UTs for completion of approved and ongoing projects as per scheme guidelines. Accordingly:
(i) Project-wise or component-wise fund release details, including for the Smart Classroom component, are not maintained centrally.
(ii) Physical and financial progress of specific components is monitored at the State/UT level.However, details of approved projects are maintained. In this regard:
(i) The State/UT-wise details of approved projects under the Smart Classroom/Computer Lab/Teaching Aid component are placed at AnnexureโI.
(ii) The district-wise details for Maharashtra, including districts such as Solapur, Nandurbar, Bhandara, Sangli, and Dhule, indicating approved units under the said component, are placed at AnnexureโII.
Since funds are not released on a project-wise basis, district-wise financial details such as project cost, Central share, and funds released for individual districts/components are not maintained separately.
(c) The Government does not maintain State-wise fund allocations under the Pradhan Mantri Jan Vikas Karyakram (PMJVK). Funds are released to States/Union Territories based on their requirements, subject to compliance with PMJVK guidelines and the guidelines of the Ministry of Finance, Department of Expenditure. The release of funds also considers the pace of utilisation and physical progress of approved projects. Since funds are not tied to specific individual projects, States/UTs have the flexibility to utilise them for any of the ongoing PMJVK projects.
The execution, operation and maintenance of projects approved under PMJVK are the responsibility of the respective State Governments/UT Administrations. The Ministry continuously monitors implementation through periodic review meetings with States/UTs, assessing both physical and financial progress. In addition, national-level workshops are organised to facilitate effective implementation and timely completion of projects.
States/UTs are regularly advised to expedite implementation, address delays, drop non- viable projects where necessary, and prioritise utilisation of available funds for completion of ongoing sanctioned projects. These measures are aimed at ensuring optimal utilisation of funds, improved transparency and efficient implementation of PMJVK across districts.
