SHRI BABU SINGH KUSHWAHA: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) whether the Government is aware that solid waste management situation in major cities of the country is worsening day by day and the country is generating nearly 1,60,000 tonnes of solid waste per day out of which only about 25% is being disposed of scientifically and due to this, the garbage disposal centres in most of the metro cities are full causing environmental and public health crisis; (b) if so, whether the Government is considering to formulate a time- bound plan to prepare an integrated waste management policy or planning to formulate such a policy in near future to make waste segregation mandatory and increase the resource capacity of municipalities; and (c) if so, the details thereof and if not, the reasons therefor? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) to (c) : Government of India launched the Swachh Bharat Mission- Urban (SBM-U) on October 2, 2014 with the objective of Open Defecation Free (ODF) cities and for scientific processing of Municipal Solid Waste (MSW) generated in the urban areas of the country. To carry forward the progress made, Swachh Bharat Mission (SBM-U) 2.0 has been launched on October 1, 2021 for a period of five years with a vision of achieving Garbage Free Status for all cities through 100% source segregation, door to door collection and scientific management of all fractions of waste. …2/--2- Under SBM-U 2.0, financial assistance is provided to all States/UTs to attain 100% scientific processing of municipal solid waste through 100% source segregation of waste, door to door collection of waste, capacity building initiatives, IEC and behavioural change campaigns. As reported by States/UTs, the scientific processing of Municipal Solid Waste (MSW) in the country has increased from 16% in 2014 to 80% i.e. Out of 1,61,163 ton per day (TPD) waste generated, a total of 1,28,842 TPD of waste is being processed. Details of waste processing facilities including legacy waste dumpsites may be accessed at https://sbmurban.org/swachh-bharat-mission-progess. Sanitation is a State subject under 7th schedule of the constitution and by the 74th amendment of the Constitution of India the devolution of power has been made to the Urban Local Bodies (ULBs) for water and sanitation services. It is the responsibility of State/ULBs to plan, design, execute and operate sanitation projects in the urban areas of the country. To support the States/ULBs, Ministry of Housing & Urban Affairs (MoHUA) provide policy directions, financial and technical support by sharing Manuals/Standard of Procedures (SoPs) on Solid Waste Management and issue various Advisories & Guidelines time to time for choosing appropriate technologies to manage solid waste. The selection of technologies is open to ULBs/State Governments, allowing them to choose any proven technology as outlined in the Central Public Health & Environmental Engineering Organisation (CPHEEO) Manual and advisories issued from time to time. *****
