be pleased to state:
(a) the steps taken by the Government to operationalise the recently released national
Guidelines and Standard Operating Procedures for Animal Blood Transfusion and Veterinary Blood
Bank(VBB) and the timeline envisaged for establishing state-regulated veterinary blood banks
across the country;
(b) the mechanisms proposed by the Government for ensuring biosafety compliance, donor
screening, blood typing, transfusion monitoring and adverse reaction reporting under the new
framework, including any digital systems or registries planned for real-time oversight;
(c) whether a digital registry or real time oversight mechanism is being developed by the
Government to ensure uniform national compliance;
(d) whether the Government has initiated training and capacity-building programmes for
veterinarians, para-veterinarians and students align with the new guidelines; and
(e) if so, the details of such initiatives, the institutions involved, training modules covered and
progress of rollout and implementation, State-wise ?

(a)to (e) The Guidelines/ SOP for Blood Transfusion/ Blood Bank for Animals in India released by
the Department of Animal Husbandry and Dairying, Government of India is an advisory framework
to guide the development/ establishment of veterinary blood banks and transfusion practices in India.
As per the guideline the veterinary blood banks operating must be registered under the State Animal
Husbandry Department and need to follow necessary biosafety compliance, donor screening, blood
typing, transfusion monitoring and adverse reaction reporting. The guidelines/SOP is placed on the
Department’s website on 27th August 2025 for dissemination to all stakeholders.
