SPECIAL ECONOMIC RESILIENCE FRAMEWORK FOR MINERAL-RICH
STATES LIKE ODISHA
3478. SHRI NIRANJAN BISHI:
Will the Minister of MINES be pleased to state:
(a) whether the Central Government proposes to create a special economic resilience
framework for mineral-rich States like the State of Odisha to address revenue volatility; and
(b) if so, the details thereof and if not, the reasons therefor?

(a) & (b): Under the Mines and Minerals (Development & Regulation), Act 1957 and rules
made thereunder, mineral concessions are granted by State Governments. Revenue from
leaseholders viz. auction premium in respect of auctioned mines, royalty and contributions to
the District Mineral Foundation accrue to the State Governments, including mineral-rich States
like Odisha. Revenue from major mineral mining leases that have accrued to the State of
Odisha has increased from ₹2935.5 crores in FY2014-15 to ₹36651.6 crores in FY2024-25.
