GOVERNMENT OF INDIA MINISTRY OF FINANCE DEPARTMENT OF EXPENDITURE LOK SABHA UNSTARRED QUESTION NO. 3569 TO BE ANSWERED ON MONDAY, 10th AUGUST, 2026 19 SHRAVANA, 1948 (SAKA) SPECIAL FINANCIAL PACKAGE FOR MANIPUR 3569. PROF. ANGOMCHA BIMOL AKOIJAM: Will the Minister of FINANCE be pleased to state: (a) whether the Government has formulated or proposes to formulate any special financial package for the State of Manipur in view of the prolonged humanitarian and economic crisis; (b) if so, the details thereof, including the amount sanctioned, components of the package and the timeline for implementation; (c) whether the Government has undertaken any assessment of the financial requirements for the rehabilitation of internally displaced persons, restoration of livelihoods, reconstruction of damaged public infrastructure and revival of the State's economy; and (d) if so, the details thereof and if not, the reasons therefor? ANSWER MINISTER OF STATE IN THE MINISTRY OF FINANCE (SHRI PANKAJ CHAUDHARY) (a) to (d): The Ministry of Finance has, under Special Assistance to States for Capital Expenditure/Investment (SASCI) scheme, approved an additional allocation of Rs. 700 crore for 105 projects to the State of Manipur during the year 2025-26, of which an amount of Rs. 310.66 crore was released to the State as 1st installment. However, no proposal was received from State of Manipur for release of the 2nd instalment of additional allocation. The Scheme has been continued in the current financial year as well with an enhanced overall allocation of Rs. 2 lakh crore. A special window, namely Part-X: “Pride of Hills”, has been introduced under the scheme for the year 2026–27 under which an amount of ₹25,000 crore has been allocated for the current financial year to address the special needs of Hill States. Inaddition to capital expenditure, funds under this component may also be utilized for essential revenue expenditure. Accordingly, an amount of ₹2400 crore has been earmarked for Manipur under this component. This is over and above the funds available to the State under the Untied Part (Part-I) and other Parts of SASCI 2026–27. The details of amount released to the State of Manipur under SASCI from FY 2020-21 to FY 2026-27 are as follows: (Rs. in crore) Financial Year Amount Released 2020-21 317.16 2021-22 212.85 2022-23 467.22 2023-24 542.70 2024-25 1436.82 2025-26 871.55* 2026-27 (as on 05.08.2026) 21.44 Total 3869.74 *The amount includes Rs. 310.66 crore released to the State as 1st installment of additional allocation under the SASCI 2025-26 Moreover, the Government of India is also providing substantial financial resources to State Governments including the Government of Manipur in the form of Finance Commission Recommended Grants, Central Sector Schemes, Centrally Sponsored Schemes and Additional Central Assistance for Externally Aided Projects (EAPs). Assessment of financial condition of States including financial requirements to strengthen the State’s economy is done by the Finance Commission every five years. The Commission also recommends the quantum of devolution of central taxes & duties and grants to be made to States and the inter-se share of States in the devolution. Based on the recommendations of the Finance Commission, the Union Government has increased the tax devolution to States from 32% in the 13th Finance Commission period to 42% in the 14th Finance Commission period. The 15th Finance Commission also maintained same level of devolution after adjusting 1% for Jammu and Kashmir. Further, the 16th Finance Commission has also continued the 41% devolution, effectively maintaining the same level as the 15th Finance Commission. *****
