This is an answer to Lok Sabha Unstarred Question No. 688, to be answered on 03.12.2025, regarding special trains to facilitate voters, posed by Shri Anand Bhadauria. He asked the Minister of Railways to state the number of special trains run to Bihar from various parts of the country during November 2025, zone-wise, and if the government is aware of special trains from Karnal district of Haryana to Bihar to facilitate voters. The Minister of Railways, Information & Broadcasting and Electronics & Information Technology, Shri Ashwini Vaishnaw, responded that Indian Railways (IR) operates special trains to supplement regular train accommodation and facilitate travel during festivals, holidays, and religious congregations. To facilitate travel during festivals like Durga Puja, Dipawali, and Chhath, IR operated over 12,300 special trains from October 1, 2025, to November 30, 2025, from different parts of the country including stations in Haryana.

Will the Minister of RAILWAYS be pleased to state:
(a) the details of the number of special trains run to Bihar from various
parts of the country during the month of November, 2025, zone-wise;
and
(b) whether Government is aware that some special trains were run to
facilitate voters to reach Bihar from Karnal district of Haryana and if
so, the details and the reasons therefor?

(a) and (b) As the railway network straddles across State boundaries,
train services including special trains are introduced, as per network
requirement, across such boundaries.
Indian Railways(IR) operates Special train services to supplement the
accommodation available by regular trains and to facilitate travel of
passengers during festivals, holidays, religious congregations etc.
Accordingly, to facilitate the travelling passengers during the festivals
like Durga Puja, Dipawali, Chhath etc, IR, have operated more than
12,300 Special trains during the period of 1st October, 2025 to 30th
November, 2025 from different parts of the country including stations
located in the State of Haryana.
