STAR RATING BACKLOG
2664. SHRI MOHAMMED NADIMUL HAQUE:
Will the Minister of MINES be pleased to state:
(a) whether 1226/2476 (50 per cent) Star rating requests are pending beyond MCDR 2017
deadlines as stated in the sixteenth report of the standing committee on coal, mines and steel;
(b) reasons for IBM processing getting delayed despite mandates; and
(c) incentives for compliant 5-Star mines?
ANSWER

(a) & (b): The star rating of mines is an annual exercise conducted by IBM. Lease holders are
required to file their self-assessment reports online for the performance year ending 31st March
by 1st July of the following financial year. IBM validates all these reports and star ratings are
awarded. The system is fully online and transparent, with star ratings published on the portal
for lease holders to access. No self-assessment report filed by a lessee for particular year
remains pending for validation before filing starts for next year.
(c): The Star Rating system promotes best practices and hence has positive impact in terms of
efficient mineral production, scientific mining and investment promotion in the mining sector.
It is mandatory for the mine operators to maintain at least three-star rating for their leases on
year-to-year basis. The five star rated mines get felicitated every year by the Hon'ble Minister
of Mines in an Awards Ceremony organized by Ministry of Mines.
