STAR RATING SYSTEM FOR SUSTAINABLE MINING

Will the Minister of MINES be pleased to state:
(a) the total number of mining leases evaluated under the Star Rating Framework for mines
during the last three years, the year-wise and State/Union Territory-wise details thereof;
(b) the number of mines that received three-star, four-star, five-star and seven-star ratings during
the said period;
(c) the number of mining leases that failed to achieve the minimum three-star rating; and
(d) the action taken by Government against such non-compliant mines, including suspension of
operations or compliance measures?

(a): The year wise and State /Union territory wise details of mines evaluated under the star rating
framework for the last three years is furnished below:

7-Star Rating was introduced for year 2023-24 and 3 mines were rated as 7 star.
(c): The details of leases that failed to achieve the minimum 3-star rating during the last three
years are furnished below:

(d): As per Rule 35(4) of MCDR, 2017 it is mandatory on the part of every holder of a mining
lease to achieve at least three-star rating within a period of four years from the date of
commencement of mining operations and thereafter maintain the same on year- on- year basis.
If the lease holder fails to achieve the minimum 3-star rating, the mine is issued show cause
notice to qualify for star rating. In case of non-compliance, operation of the mine is suspended.
The suspension is revoked after verification through inspection of compliance of star rating
requirement. As a result of efforts in this regard, the number of mines below 3-star rating has
decreased significantly over the years.
