provided to them during the last three years?

(a): The Government is taking various steps to promote startup registration and
ease of doing business across the country, including for districts and cities such
as Jhansi.
The application process for startup recognition under the Startup India initiative
has been streamlined and made entirely digital through an interactive Startup
India portal and the National Single Window System (NSWS) making the same
accessible from any part of the country. The documentation process for
recognition is simplified with self-certification. Recognition handbook and
tutorials have also been developed and uploaded on Startup India portal for
ease of navigating recognition process. To promote startup recognition and to
handhold entrepreneurs, workshops are held across States/UTs with support
of State/UT nodal agencies for startups, and regional stakeholders such as
incubators.
To amplify these measures at the grassroots, the Government is also
implementing programs such as States’ Startup Ranking exercise and National
Startup Awards which promote and encourage recognition of startups from
across the country including from non-metros.
Initiatives such as Startup India Yatra create awareness about the startup
ecosystem, and support entrepreneurs particularly in non-metro regions. The
Government also facilitates large-scale ecosystem-led events (such as Startup
Mahakumbh) that bring together stakeholders from across the country and
encourage recognition of startups.These efforts are complemented with extensive social media outreach and
offline support mechanisms (such as call centre) assisting and promoting
startup recognition.
The Government has taken various measures for ease of doing business.
Specifically, through the Jan Vishwas (Amendment of Provisions) Act, 2023,
the Government has decriminalized 183 provisions across 42 Central Acts
administered by 19 Ministries/Departments. DPIIT has also undertaken an
analysis of various criminal provisions (including both major and minor
offences) across multiple acts under the Jan Vishwas 2.0 initiative. Measures
under the ease of doing business initiative also include Business Reform Action
Plan (BRAP), the Business-Ready assessment, Reducing Compliance Burden
on Businesses and Citizens, and promoting the adoption of Single Window
Systems (SWS) across States and UTs.
Specifically for the startup ecosystem, the Government has taken more than 60
measures to enhance ease of doing business, raising capital and reducing
compliance burden. These measures include profit linked deductions under
Section 80-IAC of the Income Tax Act 1961, relaxation in compliances, carry-
forward of losses, fast-track approval process for in-bound mergers, faster-exit
provisions, relaxation in public procurement, etc.
(b): A total of 129 entities from Jhansi district in the State of Uttar Pradesh have
been recognised as startups in the last three financial years (viz. FY 2022-23,
FY 2023-24 and FY 2024-25) by the Department for Promotion of Industry and
Internal Trade (DPIIT) under Startup India initiative.
Under Startup India initiative, specifically in the district of Jhansi, supported
incubators under the Startup India Seed Fund Scheme (SISFS) have approved
funds of Rs. 40 lakh to 3 startups in the last three said financial years. Also,
startups from Jhansi have participated in Startup Mahakumbh.
As per inputs from the Ministry of Micro, Small & Medium Enterprises (MSME),
a total of 89,205 enterprises are registered under Udyam Registration Portal
and Udyam Assist Platform (UAP) from Jhansi district in the State of Uttar
Pradesh in the last three financial years (viz. FY 2022-23, FY 2023-24 and FY
2024-25).
Specifically in Jhansi, 9,797 guarantees worth Rs. 670 crore have been
extended to MSEs in the last three said financial years under the Credit
Guarantee Trust Fund for Micro and Small Enterprises (CGTMSE). Also, 49
programmes have been conducted and 2,664 beneficiaries have been
supported specifically in Jhansi under Entrepreneurship and Skill Development
Programme (ESDP) in the last three said financial years. Also, loans worth Rs.
4.38 crore have been sanctioned for 469 beneficiaries from Jhansi under PM
Vishwakarma Scheme.
