GOVERNMENT OF INDIA MINISTRY OF RURAL DEVELOPMENT DEPARTMENT OF RURAL DEVELOPMENT RAJYA SABHA UNSTARRED QUESTION NO. 3970 TO BE ANSWERED ON 27/03/2026 STATE DEVELOPMENT COORDINATION AND MONITORING COMMITTEE (DISHA) 3970 Dr. Bhim Singh: Will the Minister of Rural Development be pleased to state: (a) the number of state-level and district-level meetings held under the State Development Coordination and Monitoring Committee (DISHA) across the country, particularly in Bihar during last five years, the details thereof, year-wise; (b) the number of decisions taken in these meetings that were acted upon within the stipulated time along with the number of decisions which are still pending, and the main reasons for non-compliance in Bihar; and (c) whether Government proposes to put in place any independent audit/review mechanism to ensure regularity, monitoring, and accountability of DISHA meetings in Bihar, if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN) (a): The number of state-level and district-level meetings held under District Development Coordination and Monitoring Committees (DISHA) across the country during the last five years is attached in Annexure-I. The number of state-level meeting and district-level meetings (district-wise) held under DISHA in Bihar is at Annexure-II. (b): As per DISHA guidelines, follow up action on recommendations of the District and State DISHA Committees should be initiated within 30 days of the meeting. Action Taken shall be monitored by the DISHA Committee. The Action Taken Report (ATR) on recommendation of previous meeting should be the first agenda item of the next meeting. DISHA guidelines also provide that State Level DISHA Committees are mandated to review the implementation status in respect of decisions taken in the District Level DISHA committees. State Level DISHA Committee may refer any matter pertaining to the programmes monitored under DISHA, if felt necessary, to the Department of Rural Development which, in turn, coordinates with the concerned Ministry for appropriate action and inform the concerned DISHA Committee accordingly. (c): The performance of States/ UTs including Bihar with respect to conducting DISHA Committee meetings is reviewed by the Department of Rural Development (DoRD) in various forums like Performance Review Committee, Empowered Committee Meeting and in other meetings with the States/UTs.
