STATE-OF-ART FACILITIES IN TUGHLAKABAD RAILWAY STATION

Will the Minister of RAILWAYS be pleased to state:
(a) whether the Government has any plans to convert the main and
historic Tughlakabad railway station of South Delhi into a terminal and
provide state-of-the-art facilities there;
(b) if so, the details thereof;
(c) the time by which it is proposed to restore the stoppage of Songaria
Superfast train no. 20451 and 20452 and Jan Shatabdi Express train no.
12059 and 12060 at Tughlakabad station; and
(d) the time by which the Government proposes to give relief to poor
labourers as these trains are used by thousands of workers from South
Delhi to go to their homes in Rajasthan and Madhya Pradesh and now
they have to board these trains from Nizamuddin or Faridabad which
wastes at least two hours of time and the poor workers have to spend a
lot of money?

(a) & (b) Tughlakabad, located on Delhi-Palwal section, is one of the
major railway stations of Delhi area which include stations/terminals like
New Delhi, Hazrat Nizamuddin, Anand Vihar Terminal, Delhi Junction,Delhi Sarai Rohilla etc. Tughlakabad, located in South Delhi is at a
distance of around 11 km from Hazarat Nizamuddin and around 18 km
from New Delhi Station, inter alia catering to the needs of passengers
bound for Kota. Presently, 30 train services are catering to the needs of
passengers at Tughlakabad station.
At Tughlakabad railway station, the work of construction of a Divyangjan
toilet at platform no. 1, ladies toilet, improvement of parking facilities,
shelter of Foot Over Bridge, new water booth and new benches on
platforms have been completed. The works of improvement of platform
shelters of platform no. 1 and 2, shelter of Divyangjan parking and
additional water booth have been taken up.
The development / redevelopment / upgradation / modernization of
stations on Indian Railways is a continuous and ongoing process and
works in this regard are undertaken as per requirement, subject to inter-
se priority and availability of funds. The priority for development /
redevelopment / upgradation / modernization of stations is accorded to
higher category of station over lower category of station while
sanctioning and executing the works.
Further, Ministry of Railways has launched Amrit Bharat Station Scheme
for development of stations on a continuous basis with a long-term
approach. It involves preparation of master plans and their
implementation in phases to improve the amenities at the stations like
improvement of station access, circulating areas, waiting halls, toilets,
lift/escalators as necessary, platform surfacing and cover over platform,
cleanliness, free Wi-Fi, kiosks for local products through schemes like
‘One Station One Product’, better passenger information systems,executive lounges, nominated spaces for business meetings,
landscaping, etc. keeping in view the necessity at each station.
The scheme envisages improvement of building, integrating the station
with both sides of the city, multimodal integration, amenities for
Divyangjans, sustainable and environment friendly solutions, provision of
ballastless tracks, etc. as per necessity, phasing and feasibility and
creation of city center at the station in the long term.
Development / Upgradation / Modernization of stations is generally
funded under Plan Head-53 ‘Customer Amenities’. The fund allocation of
₹ 12,118 crore has been made for the financial year 2025-26 under Plan
Head – 53 and expenditure (up to June, 2025) of ₹ 2,612 crore has been
incurred so far.
Railway projects are taken up on the basis of remunerativeness,
Railway’s own operational requirement, demands raised by State
Governments, Central Ministries, Members of Parliament, other public
representatives, socio-economic considerations etc. depending upon
throw forward of ongoing projects and overall availability of funds which
is a continuous and ongoing process.
(c) & (d) Indian Railways remains sensitive to the travel needs of all
passengers, including labourer’s residing in South Delhi. Passengers of
Tughlakabad may avail the services of 20451/20452 Sogaria-New Delhi
Express and 12059/60 Kota-Hazarat Nizamuddin Jan Shatabdi Express
from New Delhi/Hazarat Nizamuddin located near Tughlakabad. Besides,
provision of stoppage of train services is an on-going process on Indian
Railways subject to operational feasibility, traffic justification etc.
