STATE’S SHARE IN CENTRAL TAXES DEVOLVED TO BIHAR
1201. PROF. MANOJ KUMAR JHA:
Will the Minister of FINANCE be pleased to state:
a. the details of State's share in Central Taxes devolved to Bihar during financial years 2024-
25 and 2025-26, compared to Budget Estimates;
b. whether Government is aware that Bihar's Fiscal Deficit for 2024-25 rose to 9.2 per cent
of GSDP at the Revised Estimate as against targeted 3 per cent, if so, the reasons for such
high variance;
c. the status of "Special Loan for Capital Expenditure" provided to Bihar in current fiscal
year and the sectors where this amount has been deployed; and
d. whether there is any proposal to increase the borrowing limit for Bihar in light of
cessation of GST compensation?

(a) The details of amount devolved to Bihar during financial years 2024-25 and 2025-26 as
compared to Budget Estimates are as follows:

(b) Based on the information received from Government of Bihar, the fiscal deficit of the State
for the financial year 2024–25 was estimated at 2.98% of GSDP at the Budget Estimate
stage which increased to 9.20% of GSDP at the Revised Estimate stage on account of
impact of higher committed liabilities and enhanced scheme expenditure.
(c) An amount of ₹ 6289.40 crore has been released to Bihar so far in the current FY 2025-26,
for the sectors such as roads, health, irrigation, buildings, etc. under the scheme ‘Special
Assistance to the States for Capital Investment (SASCI)’.(d) The Union Government applies a common yardstick and generally follows the fiscal limits
mandated by the accepted recommendations of the Finance Commission while exercising the
power to approve borrowings by State Governments under Article 293(3) of the Constitution
of India. Accordingly, the Net Borrowing Ceiling of the State Government of Bihar has been
fixed at 3 percent of the projected GSDP of the FY 2025-26. The State can also avail the
additional borrowing of upto 0.50% of GSDP linked to performance in the power sector for
FY 2025-26.
