STATUS OF AMRUT 2.0 IN ASSAM
NO. 784 SHRI JOYANTA BASUMATARY:
Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) the details and the status of projects sanctioned under AMRUT 2.0
including the number of projects completed, under implementation
and pending, State-wise;
(b) the details of the challenges faced in the implementation of the said
mission in Assam;
(c) whether the Government has conducted or proposes to conduct any
performance assessment of AMRUT 2.0 in Assam;
(d) if so, the details thereof including the assessing authority, the
conclusions arrived at and the measures taken thereon and if not,
the reasons therefor; and
(e) whether the Government proposes to extend the said mission
further, if so, the details thereof including the proposed measures,
the tentative timelines and budget to be allocated and if not, the
reasons therefor?
ANSWER

(SHRI TOKHAN SAHU)
(a): Atal Mission for Rejuvenation and Urban Transformation 2.0 (AMRUT
2.0) has been launched on 01 October 2021 in all Urban Local Bodies
(ULBs)/ cities, enabling the cities to become 'self-reliant' and 'water
secure'. Providing universal coverage of sewerage and septage
management in 500 AMRUT cities is one of the major focus areas of
AMRUT 2.0. Rejuvenation of water bodies, development of green spaces
and parks are other components of the Mission.
Under AMRUT 2.0, States/ Union Territories (UTs) are empowered to
select, appraise, prioritise and implement the projects within the broad
framework of Mission guidelines. Under AMRUT 2.0, the State Water
Action Plans (SWAPs) comprising of 8,777 projects worth ₹1,97,191.85
crore including Central share of ₹66,638.59 crore have been approved.

As reported by the States/ UTs on AMRUT 2.0 portal as on 09.07.2026,
7,687 projects worth ₹1,37,130.13 crore (capex cost) have been awarded
and total works worth ₹66,472 crore have been physically completed.

https://amrut.mohua.gov.in/approvedProjects/state.
(b): As informed by the State of Assam, major challenges in
implementation of AMRUT 2.0 projects in the State include identification
and availability of suitable land, prolonged monsoon season and frequent
rainfall significantly reducing the effective working period for
construction activities and, delay in obtaining No Objection Certificates
(NOC) and statutory approvals.
(c) and (d): The AMRUT 2.0 guidelines have specific provisions for
formation of State High Powered Steering Committee (SHPSC) headed by
the Chief Secretary of the State, to monitor and supervise
implementation of the scheme at the State/ UT level. State Level
Technical Committee (SLTC) headed by the Secretary, Urban
Development & Housing Department provides technical support to the
SHPSC in monitoring and supervising the scheme at the State level. The
Apex Committee constituted under the ambit of Mission guidelines
reviews and monitor the performance of the State under the Mission
periodically.
For assessment and monitoring of work done under AMRUT 2.0 in the
State of Assam, an Independent Review and Monitoring Agencies
(IRMAs) has been engaged by the Ministry of Housing and Urban Affairs,
which periodically review and monitor the grounded projects in the
State. The IRMA gives project specific observations, which are
communicated to the State for rectification. The action taken by the
State is further reviewed by the IRMA.
(e): AMRUT 2.0 Mission has been extended till financial year 2026-27,
within the existing approved financial outlay for completion of projects.
