Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) the number of sewage connections and households covered under septage
management against the targets of the State Annual Action Plans (SAAP)
in Uttar Pradesh, district-wise;
(b) the criteria set for the selection of cities in Uttar Pradesh under AMRUT
2.0 and the details and present status of the proposal, if any, received from
the State Government for inclusion of additional cities under AMRUT 2.0;
(c) whether the Union Government has devised any framework or coordination
mechanism to monitor urban development progress of other cities and if
so, the details thereof; and
(d) whether the Government proposes to extend AMRUT 2.0 or introduce any
new initiatives to cover emerging urban areas in subsequent phases and if
so, the details of the proposed framework and expected timeline thereof?

(a) As reported by the State of Uttar Pradesh, the details of district-wise
households covered under sewage and septage management in the State
Annual Action Plans (SAAPs) under Atal Mission for Rejuvenation and Urban
Transformation (AMRUT) are given in Annexure.
(b) AMRUT 2.0 Mission launched on 01st October 2021, covers all
statutory towns and cities of the country, including in the State of Uttar
Pradesh, for universal coverage of water supply and 500 AMRUT cities for
universal coverage of sewerage/ septage management. Further, States/
Union Territories (UTs) are empowered to select, appraise, prioritise and
implement the projects in the Urban Local Body (ULB) as per the Mission
guidelines.

(c) The Mission guidelines provide for formation of State High Powered
Steering Committee (SHPSC) headed by the Chief Secretary of the State,
to monitor and supervise implementation of the scheme at the State/ UT
level. State Level Technical Committee (SLTC) headed by the Secretary,
Urban Development & Housing Department provides technical support to
the SHPSC in monitoring and supervising the scheme at the State level.
Further, an Apex Committee constituted under the ambit of Mission
guidelines reviews and monitor the Mission periodically. For assessment
and monitoring of work done under AMRUT 2.0 in the States/ UTs, there is
a provision of Independent Review and Monitoring Agencies (IRMAs). Also,
in order to fast-track the implementation of projects, progress is
periodically reviewed and monitored through regular video conferences/
webinars/ workshops/ site-visits etc. by Ministry of Housing and Urban
Affairs (MoHUA) with the States/ UTs. There is a dedicated AMRUT 2.0
online portal for tracking the progress and monitoring of projects.
(d) AMRUT 2.0 is approved for a period of five years from FY 2021-22 to
FY 2025-26.
To give boost to the Urban Infrastructure sector, in the Budget 2025-
26, Government has announced setting up of Urban Challenge Fund of ₹1
lakh crore to implement the proposals for ‘Cities as Growth Hubs’, ‘Creative
Redevelopment of Cities’ and ‘Water and Sanitation’, out of which ₹10,000
crore is for the year 2025-26. This fund finances up to 25 per cent of the
cost of bankable projects with a stipulation that at least 50 per cent of the
cost is funded from bonds, bank loans, and Public Private Partnerships.
