ANSWER THE MINISTER OFSTATE INTHE MINISTRYOFHEALTHAND FAMILY WELFARE (SHRIPRATAPRAOJADHAV) (a) to (e): With the objective of attainment of universal access to equitable, affordable and quality health care services, the Ministry of Health & Family Welfare is implementing National Health Mission (NHM). Government provides technical and financial support to the States/UTs for improvement in health infrastructure, availability of adequate human resources to health facilities, to improve availability and accessibility to quality health care especially for the underserved andmarginalized groups. Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) is a Centrally Sponsored Scheme with some Central Sector Components which has an outlay of Rs.64,180 Crores for the scheme period (2021-22 to 2025-26). The measures under the PM-ABHIM focus on developing capacities of health systems and institutions across the continuum of care at all levels, primary, secondary andtertiary, to prepare health systems inresponding effectively tothe current andfuture pandemics /disasters. Central Release under NHM and PM ABHIM from the FY2022-23 to 2024-25 to the State of Odisha isgivenbelow:(Rs. incr.) The details of funds released to the State of Odisha under Fifteenth Finance Commission for the Award Period2022-23 to2024-25 isasunder: (Rs. incr.) Release of funds under NHM and PM-ABHIM is subject to compliance by States/UTs of the guidelinesprescribed inthisregard byDepartment of Expenditure(DoE), Ministry of Finance. Under NHM, regular interactions are held with States/UTs. Various mechanisms exist to assess the implementation andprogress of NHMlike: • Review of key deliverables of Record of Proceedings of previous financial year during the NPCC meetings, • Common Review Missions are conducted regularly in the States/UTs which looks at financialsystems andphysical implementationof the program, • Implementation of Public Financial Management System for monitoring and managementof funds. • Release of subsequent instalments is done on the basis of compliance of guidelines of Department of Expenditure, Ministry of Finance • Submission of Financial Monitoring Reports (FMRs) by the States/UTs, Further, monitoring andevaluation of the progress of all States/UTs includingState of Odisha is assessed, through reviewmeetings, videoconferences & fieldvisits of senior officials. As per DoE guideline, SNA SPARSH is implemented in 31 States/UTs under NHM and PM- ABHIM. SNA-SPARSH is to facilitate more effective cash management and with an aim of achieving the goal of “Just–in–time” fund flow from both the Centre and State Consolidated Fundsthrough anintegratednetwork of StateIFMIS,e-kuberof RBI. *****
