PRASHANT YADAORAO PADOLE: SHRI JOYANTA BASUMATARY: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the details of all the cities proposed under the Smart Cities Mission (SCM) since 2015, State/UT-wise; (b) the number and total value of Smart City projects that are still incomplete or delayed as on October 2025, city-wise and the reasons for such delays; (c) the number of cities now considered Smart Cities under SCM along with the details of the parameters used for assessing whether the identified cities meet the prescribed standards; (d) whether the Government has conducted any comparative assessment to analyse the manner in which Smart Cities are performing on various indicators relative to non-Smart cities; (e) if so, the details of the socio-economic outcomes that have emerged from this transformation beyond infrastructure creation; and (f) the steps being taken by the Government to ensure that the pending projects in these cities are expedited? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) Government of India launched the Smart Cities Mission (SCM) on 25th June, 2015. 100 cities under SCM were selected through a two-stage selection process. Out of the cities recommended in first stage by the respective State/UT governments for the second stage at National level, 100 cities were selected under the SCM in 4 rounds of selection that started from January 2016 to June 2018. Details of the 100 Smart Cities selected in various rounds of Challenge is at Annexure-I. …2/--2- (b) Under SCM, a total 8064 projects amounting to ₹1,64,811 Cr were taken up since inception of the mission, out of which 7,741 worth ₹1,55,386 Cr have been completed. As reported by the States/ UTs on 01.12.2025, a total of 323 projects amounting to ₹9,425 Cr are ongoing. State/UT wise and City- wise details of ongoing projects under SCM is given at Annexure-II. As reported by the States/UTs, the challenges encountered in implementing smart city projects include, inter-alia, legal issues, delay in obtaining clearances from different departments, land acquisition, construction in hilly areas, challenges in vendor and resource availability in small & medium cities, centralization of decision making in few cities, utilization of full capacity of Integrated Command and Control Centres (ICCCs), etc. (c) The objective of SCM was not the development of entire city but to follow an area-based development approach through retrofitting, redevelopment, greenfield development and a Pan-city initiative in which smart solutions are applied covering larger parts of the city, so as to create a replicable model. The cities under SCM are being developed based on Smart City Proposals (SCPs) received from States/UTs, across various sectors, viz., smart mobility, Water, Sanitation, Hygiene (WASH), smart governance, smart energy, environment etc., approved by High Powered Steering Committee (HPSC) chaired by the Chief Secretary. Sector-wise details of projects along with percentage of completion under SCM is given at Annexure-III. (d) & (e) A mid-term evaluation study was undertaken by ‘Niti Aayog’ for ‘Evaluation of Centrally Sponsored Schemes in Urban Transformation Sector’. As part of the study, SCM was evaluated, and the report was published in February 2021. Recently, NITI Aayog has initiated a Third-Party Assessment of the Mission. (f) Post the financial closure of SCM on 31st March, 2025, Ministry of Housing and Urban Affairs (MoHUA) has issued Advisory No 27 dated 10th June, 2025 to all States/ UTs. The ongoing projects are in different stages of implementation.
