and Kasganj under the Pradhan Mantri Ayushman Bharat Health Infrastructure Mission has
been completed, if so, the details thereof and if not, the time-frame for completing the
remaining work;
(c) whether a block-level cold chain system has been developed locally for the storage of
medicines andvaccines,if so, the detailsandthe current status thereof; and

(a) to (d): Pradhan Mantri- Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) is a
Centrally Sponsored Scheme (CSS) with some Central Sector Components (CS) which has an
outlayof Rs. 64,180Crores for the scheme period(FY2021-22 toFY2025-26).
The scheme envisages a new generation of reforms to integrate and strengthen health
service delivery and public health action including health research so that the communities are
Atmanirbhar in managing such pandemics or health crisis. The measures under the scheme are
aimed at strengthening health systems and institutions inorder toprovide a continuumof care at alllevels, namely primary, secondary, and tertiary, as well as preparing health systems to respond
effectively tocurrent andfuture pandemicsanddisasters.
As per information provided by the State of Uttar Pradesh, administrative approvals have
been accorded under PM-ABHIM for Etah district for 10 Building-less SHCs, 7 U-AAMs, 4
BPHUs, 1IPHL,and1CCB.The construction ofthe IPHLandCCBhasbeencompleted.Similarly,
administrative approvals have been granted for Kasganj district for 5 Building-less SHCs, 6 U-
AAMs, 6 BPHUs, 1 IPHL, and 1 CCB. The construction of the IPHL has been completed, while
approximately85% of the CCB construction work hasbeencompleted.
Etah and Kasganj districts have functional Cold Chain Systems at the block level for the
storage of vaccines under the Universal Immunization Programme (UIP). As per data available on
the NCCMIS portal, Etah district has 11 Cold Chain Points, while Kasganj district has 13 Cold
ChainPointsfor vaccine storage underUIP.
Pradhan Mantri National Dialysis Programme (PMNDP) was rolled out in 2016 as part of
the National Health Mission with the objective to make dialysis accessible and affordable by
establishing haemodialysiscentres at the District Hospital levelinthe country. The dialysis services
are provided free of cost to the Below Poverty Line (BPL) patients and at subsidized rates to the
Above Poverty Level (APL) patients. The approvals and expenditure under Pradhan Mantri
