SHRI MANOJ TIWARI: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the details of the works completed so far in the North East Delhi Municipal Corporation area under the Smart Cities Mission, the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) and other urban development schemes; (b) the current status of urban housing, sewerage, drinking water supply and solid waste management; (c) the details of the major problems being faced by the people; (d) the steps being taken by the Government/the Municipal Corporation to address the problems of urban traffic, waterlogging and air pollution; and (e) the details of the action plan or future priorities identified for the overall urban development of North East Delhi city in the coming years? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) to (e): Water, sanitation, Land and Colonization are State subjects. Further, as per the 12th Schedule of the Constitution, Urban Planning is the responsibility of Urban Local Bodies (ULBs)/ Urban Development Authorities. Government of India supplements the efforts of the States through schematic interventions/ advisories. It provides financial and technical support to the States through various schemes/ Missions such as Atal Mission for Rejuvenation and Urban Transformation (AMRUT) and AMRUT 2.0, Swachh Bharat Mission (Urban) 2.0 (SBM-U 2.0), Pradhan Mantri Awas Yojana (Urban) (PMAY-U)/ PMAY-U 2.0, Metro Rail/ Regional Rapid Transit System (RRTS), etc. …2/--2- As informed by the Government of National Capital Territory of Delhi (GNCTD), under AMRUT, a total of 07 projects have been completed within the jurisdiction of North East Delhi Municipal Corporation (DMC) (bifurcated Municipal Corporation of Delhi). The details of work completed are given in Annexure. No project was implemented under the Smart City Mission in the jurisdiction of North East DMC. GNCTD has also informed that water and sewer networks exist and functional, except sewerage network in Sonia Vihar, Shahadra, Delhi-94 (Registration No-594), Shri Ram Colony, Rajeev Nagar, Delhi-94 (Registration No.-614), Milan Garden Near Sabhapur Extn., Delhi-92 (Registration No. 1280), Chauhan Patti Vistar, West Karawal Nagar Delhi 91(Registration No.1586), Chauhan Patti Extn. Sabhapur Mazra Delhi 94 (Registration No.107 ELD), Village Sabha pur Extended Abadi Delhi 94 (Registration No.75 ELD. The work of providing and laying sewerage system in Sonia Vihar, Sahadra, Delhi-94 (Registration No.594), Shri Ram Colony, Rajeev Nagar, Delhi-94 (Registration No.614) is at implementation stage. The work of providing & laying of sewerage system in Milan Garden Near Sabhapur Extn Delhi-92 (Registration No.1280) Chauhan Patti Vistar, West Karawal Nagar Delhi 91(Registration No.1586), Chauhan Patti Extn Sabhapur Mazra Delhi 94 (Registration No.107ELD) Village Sabhapur Extended Abadi Delhi 94 (Registration No.75ELD) is at award stage. Municipal Corporation of Delhi has informed that presently, approx. 12500 Tonne Per Day (TPD) waste is generated under its jurisdiction for which MCD has established decentralized and centralized waste processing facilities of around 7642 TPD capacity which is functioning with processing capacity at 90% efficiency. There is a gap of around 5622 TPD which is dumped at Bhalswa and Ghazipur dumpsites. There is no fresh waste dumping at Okhla dumpsİte. MCD has 4 no. of Waste to Energy (WTE) Plant of 6500 TPD capacity; one, 100 TPD Compost Bio Gas (CBG) plant at Ghoga Dairy, 1 compost plant of 700 TPD capacity at Narela- Bawana; 231 nos. of local composting units of 20 TPD capacity and 155 nos. of manual and semi-automatic Material Recovery Facility (MRF) Of 252 TPD capacity. To take care of increased Municipal Solid waste (MSW) till the year 2031, 2 no. of WTE plants of 5000 TPD capacity, expansion of 2 no. of WTE plant at Okhla and Tekhand by 1000 TPD capacity each for managing waste generation and 300 TPD Bio-CBG Plant at Ghazipur are part of the action plan of MCD. …3/--3- MCD has also informed that the following steps have been taken to address the problem of water logging and air pollution by the people in Delhi:- • To mitigate the problem of water logging desilting work of drains is regularly carried out by the MCD to maintain smooth flow of drain water. In case of any issue of water logging is reported in the area, the same is removed by deploying portable pumps at vulnerable points. • MCD has total running length of 6,130 Km (of different Right of Way (ROWs) below 60 ft width) on which regular manual sweeping is done by 57,000 nos. of sanitation workers. • MCD has deployed 52 nos. of Mechanical Road Sweepers (MRS) to carry out sweeping on Public Works Department (PWD) roads (roads having RoW above 60 ft.) • A fleet of 167 nos. of Water Sprinklers and 28 nos. of Mobile Anti-Smog Gun (ASGs) are deployed on various roads to abate dust pollution. • 20 nos. of ASGs have been installed at various facilities of MCD like construction and Demolition (C&D) waste plants, Sanitary Land Fill (SLF) sites & WTE Plants etc. • 15 nos. of ASGs have been installed at identified High Rise Building of MCD. • 356 nos. of Surveillance Teams comprising of 1385 nos. of officers/Officials have been formed to keep check on Open Burning, illegal dumping of C&D Waste, checking of C&D site and dust on roads under its jurisdiction. 1052 challans for Open biomass burning and 2207 for C&D waste dumping were imposed during the period of October 2025 to 19 January 2026. Further, Delhi Pollution Control Committee (DPCC) has informed that for addressing the Air Pollution issues, the Commission for Air Quality Management (CAQM) has notified the schedule for the Graded Response Action Plan (GRAP) and same has been amended on 21.11.2025 assigning the roles/actions to be taken by the implementing agencies like Commissioners/ Chief-Engineers of urban local bodies/ land owning agencies/ construction agencies/ traffic police/ transport department/ MCD/ District Magistrates/ District Collectors of respective districts/ power distribution companies/ Department of Environment/ DPCC/ GNCTD etc. All 3-coal based thermal power plants have been closed. Presently thermal power plants operating in Delhi are running on Piped Natural Gas (PNG). 1890 number of industries has already shifted to PNG. MCD has also informed that its priority is for improvement of sanitation, drainage system, and upkeep of roads, removal of garbage and remediation of legacy wastes from SLF sites under its jurisdiction. …4/--4- To supplement the efforts of the Government of National Capital Territory of Delhi (GNCTD), following works have been taken in Delhi under various Missions/ Schemes of Ministry of Housing and Urban Affairs (MoHUA). Under AMRUT, against the committed central assistance of ₹ 802.31 crore, a total of 26 projects amounting to ₹ 674 crore including 9 water supply projects worth ₹245 crore and 7 sewerage projects worth ₹408.79 crore have been grounded by the UT of Delhi, of which works worth around ₹652.86 crore have been physically completed. Through AMRUT and in convergence, 27.91 lakh water tap connections and 21.55 lakh sewer connections (including septage management) have been provided so far. Over 62 MLD of sewage treatment capacity and 3 MLD of water treatment have been added. Around 173 km of water networks and 273 km of sewer networks have been laid/ replaced. Under AMRUT 2.0 launched on 1st October, 2021, so far 94 projects worth ₹5,328.35 crore have been approved by Ministry of Housing and Urban Affairs (MoHUA) including 2 projects worth ₹314.39 crore in water supply and 38 projects worth ₹4,832.35 crore in sewerage sector. Under SBM-U 2.0, UT of Delhi has been allocated an amount of ₹1,192.60 crore, of which ₹1,152.60 crore is earmarked for Solid Waste Management (SWM) component. Under SWM components, a total project cost of ₹ 1,395.63 crore having central share of ₹1,116.50 crore have been approved so far for legacy waste remediation of 03 dumpsites at Ghazipur, Bhalswa, and Okhla. State/UT-wise waste processing facilities including New Delhi are available on website at https://sbmurban.org/swachh-bharat-mission-progess. PMAY-U/ PMAY-U 2.0 is a demand driven scheme. Selection of beneficiaries under various verticals preferred by the beneficiaries, formulation of projects and execution are done by States/UTs. So far, 32,075 houses have been sanctioned/completed in Delhi under PMAY- U/PMAY-U 2.0. At present the operational length under Delhi metro network is 352.236 km and more than 71 lakh passengers are utilizing Delhi Metro Rail Corporation (DMRC) network everyday. As per the study conducted by DMRC through The Energy and Resources Institute (TERI) to assess the impact of shift passengers from road to metro, the number of vehicles reduced from the roads on daily basis for the year 2024 was 6,44,252. …5/--5- Under Smart City Mission, only New Delhi Municipal Corporation (NDMC) in Delhi was covered.
