## Policy Summary: Pradhan Mantri Awas Yojana - Urban (PMAY-U) and PMAY-U 2.0

The original "Housing for All" initiative, launched in 2015 with an initial completion target of 2022, later extended to 2024, aimed to provide pucca houses with basic amenities to all eligible urban beneficiaries. Building upon the experience of PMAY-U, the Ministry launched PMAY-U 2.0 "Housing for All Mission" effective September 1, 2024. This revamped scheme aims to support an additional 1 crore (10 million) eligible beneficiaries over the next five years through four key verticals: Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH), and Interest Subsidy Scheme (ISS).
Both PMAY-U and PMAY-U 2.0 are demand-driven schemes. States and Union Territories (UTs) are responsible for beneficiary selection, project formulation, and execution. Following demand assessment and verification, states/UTs prepare project proposals, which are then approved by the State Level Sanctioning and Monitoring Committee (SLSMC) before submission to the Ministry. The Central Sanctioning and Monitoring Committee (CSMC) then approves admissible Central Assistance.
As of August 4, 2025, a total of 119.31 lakh (11.931 million) houses have been sanctioned under PMAY-U, including 7.15 lakh (0.715 million) under PMAY-U 2.0. Of these, 112.98 lakh (11.298 million) houses have been grounded, and 93.81 lakh (9.381 million) have been completed and delivered to beneficiaries across the country.

STATUS of ‘HOUSING FOR ALL' SCHEME
NO. 4790. SHRI GURMEET SINGH MEET HAYER:
Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) whether it is true that the Government in 2015 announced the 'Housing for
All' by 2022 and later the date was extended to 2024 and if so, the details
thereof;
(b) whether the Government has achieved its target of housing for all urban
poor in the country, if so, the details thereof and if not, the reasons
therefor along with the shortcomings of the scheme; and
(c) whether the Government has any future plans for providing houses to the
poor sections of the society as the 2024 deadline has already passed and
if so, the details thereof?
ANSWER

(a) to (c): ‘Land’ and ‘Colonization’ are State subjects. Therefore, schemes
related to housing for their citizens are implemented by States/Union
Territories (UTs). However, Ministry of Housing and Urban Affairs
supplements efforts of States/UTs by providing Central Assistance under
Pradhan Mantri Awas Yojana - Urban (PMAY-U) since 25.06.2015 with an
aim to provide all weather pucca houses with basic civic amenities to all
eligible urban beneficiaries across the country. The scheme period has
been extended up to 31.12.2025 to complete sanctioned houses without
changing the funding pattern and implementation methodology. Based on
the learnings from the experiences of implementation of PMAY-U, MoHUA
has revamped the scheme and launched PMAY-U 2.0 ‘Housing for All’
Mission with effect from 01.09.2024 for implementation in urban areas
across the country to support 1 crore additional eligible beneficiaries in
next five years. PMAY-U 2.0 is implemented through four verticals i.e.,
Beneficiary Led Construction (BLC), Affordable Housing in Partnership
(AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme
(ISS).

PMAY-U and PMAY-U 2.0 are demand driven schemes. As per the scheme
guidelines, selection of beneficiaries, formulation of projects and
execution are done by States/Union Territories (UTs). After demand
assessment and verification, States/UTs prepare project proposals and
after approval of State Level Sanctioning and Monitoring Committee
(SLSMC), these are submitted to the Ministry for sanctioning of admissible
Central Assistance by Central Sanctioning and Monitoring Committee
(CSMC).
Based on the project proposal submitted by States/UTs, a total of 119.31
lakh houses including 7.15 lakh under PMAY-U 2.0, have been sanctioned
under PMAY-U by the Ministry, so far. Out of which 112.98 lakh houses
have been grounded and 93.81 lakh are completed/delivered to the
beneficiaries across the country, as on 04.08.2025.
