**Summary:**
In response to Lok Sabha Unstarred Question No. 1687, this document provides the status of implementation of the One Nation One Ration Card (ONORC) program as of July 30, 2025. The ONORC program, enabling nationwide portability of ration cards, has been implemented in all 36 States/Union Territories, covering all Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) beneficiaries. A total of 38.83 crore portability transactions were recorded in FY 2024-25. The ONORC facility is available to all PMGKAY beneficiaries in Maharashtra and Odisha. No technical or Aadhaar-seeding issues have been reported. The ONORC facility is available to all beneficiaries, including migrant workers covered under PMGKAY, in all States/UTs. The Targeted Public Distribution System (TPDS), governed under the National Food Security Act, 2013 (NFSA), is jointly managed by the Central and State/UT Governments. Operational responsibilities, including foodgrain allocation within States/UTs, beneficiary identification, ration card issuance, foodgrain distribution, and Fair Price Shop (FPS) supervision, reside with the respective State/UT Governments. Helpline number 1967/1800-State series number is operational in all States/UTs for grievance redressal related to the Public Distribution System (PDS). Complaints received by the Department of Food and Public Distribution are forwarded to the relevant State/UT Governments for inquiry and action.

be pleased to state:
(a) the details of current status of the implementation and distribution of the One Nation
One Ration Card (ONORC) across States/UTs and the number of transactions done via
portability in 2024-25
;
(b) the number of intra-state and inter-state beneficiaries in Maharashtra and Odisha
including Raigad and Kalahandi Lok Sabha Constituencies;
(c) whether any technical or Aadhaar-seeding issues have been reported and if so, the
details of action taken to address the issues;
(d) the steps taken by the Government to integrate migrant workers particularly tribal and
rural households under ONORC ; and
(e) the effectiveness of grievance redressal and real-time tracking of ration delivery?

(a): The nationwide portability of ration cards, popularly known as One Nation One Ration
Card (ONORC) has been implemented in all 36 States/UTs, covering all Pradhan Mantri Garib
Kalyan Anna Yojana (PMGKAY) beneficiaries. A total of 38.83 crore portability transactions
have been recorded in FY 2024-25.
(b): ONORC facility is available to all PMGKAY beneficiaries of Maharashtra and Odisha
State. PMGKAY beneficiaries can avail their entitled foodgrain from any Fair Price Shop
across all States/UTs(C): No technical or Aadhaar-seeding issues have been reported
(d): ONORC facility has been enabled in all States/UTs and this facility is available to all
beneficiaries including migrant workers covered under PMGKAY.
(e): Targeted Public Distribution System (TPDS) governed under National Food Security
Act, 2013 (NFS A) is operated under the joint responsibility of the Central and the State/ Union
Territory (UT) Governments. The operational responsibilities for allocation of foodgrains
within the States/ UTs, identification of eligible beneficiaries families, issuance of ration cards
to them, distribution of foodgrains to eligible beneficiaries under TPDS and supervision over
and monitoring of functioning of Fair Price Shops (FPSs) etc. rest with the concerned State/
UT Governments.
Helpline number 1967/1800-State series number is operational in all the States/ UTs for
contacting and redressal of the complaints in Public Distribution System (PDS) and filing any
type of complaints by the intended beneficiaries. As and when complaints are received irl this
Department from any source, they are sent to State/ UT Governments concerned for inquiry
and appropriate action.
