GOVERNMENT OF INDIA MINISTRY OF ROAD TRANSPORT AND HIGHWAYS LOK SABHA UNSTARRED QUESTION NO. 3041 ANSWERED ON 6TH AUGUST, 2026 STATUS OF MANDI NORTHERN BYPASS PROJECT 3041. MS KANGNA RANAUT: Will the Minister of ROAD TRANSPORT AND HIGHWAYS सड़क परिवहन औि िाजमार्ग मंत्री be pleased to state: (a) the present status of construction of the Mandi Northern Bypass project in Himachal Pradesh; (b) the total approved cost of the project, along with its physical and financial progress and the reasons for delay, if any; (c) whether the Government has assessed the expected impact of the project on decongesting Mandi town and improving connectivity to Kullu, Manali, Lahaul-Spiti and adjoining regions; (d) the measures being taken to ensure timely completion of the remaining works including tunnels, bridges and approach roads; and (e) whether the Government proposes to undertake similar bypass projects in other congestion-prone hill towns and if so, the details thereof? ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI) (a), (b) & (d) The Mandi Bypass forms part of the project of "Four Laning of Nerchowk–Pandoh Section of National Highway (NH)-21(Package-I) from Km 190.000 to Km 221.305 (Design Length: 26.290 km) under National Highways Development Programme (NHDP) Phase- IVB on Engineering, Procurement and Construction (EPC) Mode in the State of Himachal Pradesh." The said project has been completed and the Provisional Certificate of Completion (PCOD) was issued on 27.09.2024. The project has improved travel time, road safety and riding quality for commuters. It has also enhanced connectivity to Kullu, Manali, Lahaul-Spiti and adjoining regions, besides facilitating smoother movement of tourist & commercial traffic and improving overall operational efficiency of the National Highway network. (e) Government keeps on receiving/ undertaking/ preparing Detailed Project Report (DPR)/proposal for widening/development of NHs in the country. Decision for project implementation and investment is taken based on the outcome of DPR, requirement of connectivity, traffic density, synergy with PM Gati Shakti National Master Plan etc. *****
