SHRI SANJAY SINGH: Will the Minister of FOOD PROCESSING INDUSTRIES be pleased to state: (a) total number of mega food parks sanctioned, completed, operational, cancelled and non-functional under the Mega Food Park Scheme (MFPS) since its inception, State- wise; (b) whether it is a fact that the mandatory requirement of 50 acres of contiguous land led to significant delays in project execution and cancellation of several projects; (c) number of projects that faced delays due to non-availability of land, bank loan refusals and failure to meet staged subsidy conditions; and (d) total funds allocated, released and actually utilised under the Scheme, year-wise since inception? ANSWER THE MINISTER OF STATE FOR FOOD PROCESSING INDUSTRIES (SHRI RAVNEET SINGH) (a) to (c): Ministry of Food Processing Industries was implementing Mega Food Park Scheme (MFPS), a component scheme under the Pradhan Mantri Kisan Sampada Yojana (PMKSY), from 2008 to 31.03.2021. Scheme functions with a cluster based approach based on a hub and spoke model by establishing Mega Food Parks with the aim to facilitate establishment of a strong food processing industry backed by an efficient supply chain including creation of infrastructure for primary processing and storage near the farm in the form of Primary Processing Centres (PPCs) and Collection Centres (CCs) and common facilities and enabling infrastructure like roads, electricity, water, Effluent Treatment Plant (ETP) facilities etc. at Central Processing Centre (CPC). The scheme was demand driven and proposals were invited through Expression of Interest. The responsibility of execution, ownership and management of the Mega Food Park (MFP) vests with a Special Purpose Vehicle (SPV) / Implementing Agency (IA). At least 50 acres of land was required to be arranged by the SPV / Implementing agency (IA) for the Central Processing Centre of the Mega Food Park. The implementation of MFP scheme has already been discontinued with effect from 01.04.2021 with provision for committed liabilities only. Under the Mega Food Park scheme, as on 20.03.2026 41 MFPs in 25 states are in various stages of implementation. Details of these parks including the Status of implementation are at Annexure I. The state wise details of cancelled MFP projects from the inception is at Annexure-II The scheme had a requirement of at least 50 acres of land, which often was a deterrent in hilly and difficult areas. After taking into account recommendations of many state Governments & Working Group constituted under 12th FC, a new scheme of Agro Processing Cluster was launched under PMKSY to develop common infrastructure in relatively smaller geographical area of 10 acres. As per the Scheme Guidelines, the completion period for Mega Food Park (MFP) projects has been stipulated as 30 months from the date of final approval of the project. With reference to the status of implementation of 41 sanctioned projects, as indicated in Annexure-I, the major reasons for delay in execution of the ongoing MFP projects are as follows:(i) Challenges faced by Special Purpose Vehicle (SPV) / Implementing Agency (IA) in leasing industrial plots to the required number of food processing units and ensuring their operationalization as per scheme guidelines. (ii) Delays in obtaining statutory clearances from State Governments. (iii) Revisions in the Detailed Project Report (DPR) and project components after the final approval. (iv) Changes in shareholding patterns, delays in term loan sanction and disbursements.
