SHRI RAJABHAU PARAG PRAKASH WAJE: Will the MINISTER OF ROAD TRANSPORT AND HIGHWAYS सड़क परिवहन औि िाजमार्ग मंत्री be pleased to state: (a) the details and present status of all National Highway projects sanctioned in Nashik district during the last five years, indicating project-wise length, cost, physical progress and target completion dates; (b) the current status of the proposed Nashik Outer Ring Road, including DPR, land acquisition, financial approval and reasons for the delay in commencement; (c) the details and present status of all Greenfield Highway projects proposed or approved in Nashik district including alignment, land acquisition and timelines; (d) whether cost escalation and execution delays have adversely affected these projects and if so, the reasons and responsibility fixed; (e) the status of land acquisition and fund release, project-wise; and (f) the time-bound action plan to complete all pending National Highway, Outer Ring Road and Greenfield Highway projects before further cost escalation and inconvenience to the public? ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI) (a) The status of all National Highways (NHs) projects sanctioned in Nashik district during the last five years including current year is annexed. (b) The Government in the Ministry of Road Transport and Highways is primarily responsible for development and maintenance of NHs. Nashik Outer Ring Road is not a NH and the same is being developed by the State Government of Maharashtra through its own funds.(c) to (e) The Government has sanctioned construction of 6-lane access control Greenfield Expressway project from Nashik-Adgoan- Niphad-Sinnar-Ahilyanagar having total length of 152 km at an estimated cost of Rs. 9494 Crores. At present, compensation awards for land acquisition have been declared for 90% area and compensation disbursed for 25% area. The bids for award of civil construction work are invited with Bid Due Date on 20.08.2026. The civil construction works are targeted for completion in Financial Year (FY) 2030-31. (f) The Government has taken number of steps to ensure timely completion of NH projects. These include streamlining and expediting land acquisition using “Bhoomirashi” portal and GIS-based Land Acquisition Plan, revamping “Parivesh” Portal through Ministry of Environment, Forest and Climate Change, to facilitate faster forest and environmental clearances, enabling online approval of General Arrangement of Drawings (GAD) of Road Over Bridge / Road Under Bridge (ROB/RUB) from the Railways, and leveraging the mechanism of review and resolution of bottlenecks / hindrances in ongoing projects, in active collaboration with the State Governments and other stakeholders. Government has also launched a web portal for Railway related clearances with defined timelines for various approvals. Government has put in place a strong framework using multiple mechanisms for monitoring project progress and contractor inefficiencies. Regular review meetings are conducted at various levels with stakeholders to assess project progress, and critical projects such as those delayed by more than three years or pending for award / appointment. Many State Governments conduct coordination meetings led by the Chief Secretary to resolve issues affecting project execution.
