GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS LOK SABHA UNSTARRED QUESTION NO. 3166 TO BE ANSWERED ON AUGUST 06, 2026 STATUS OF NUDM NO. 3166 SHRI APPALANAIDU KALISETTI: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the current implementation status of the National Urban Digital Mission (NUDM) across the country including the number of States and Urban Local Bodies (ULBs) onboarded and their level of digital integration, State and ULB-wise; (b) whether any State Governments or ULBs have sent proposals to join or expand NUDM and if so, the number of proposals received, approved and pending along with the reasons for delays, State-wise; (c) the details of the funds allocated, released and utilised for NUDM initiatives during the last five years, year-wise including the details of pending releases or underutilisation; (d) the details of the key digital services implemented under NUDM such as property tax, utility payments, citizen grievance redressal and e- governance platforms along with performance metrics and user adoption data; (e) the challenges faced by States/ULBs in implementing NUDM; and (f) the future roadmap and timelines for full integration of ULBs including plans for citizen engagement, digital inclusivity and interoperability across cities? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) to (f): At present, the National Urban Digital Mission (NUDM) is in its pilot phase. Launched in February 2021, the pilot focuses on developing a citizen-centric urban digital platform, the Urban Platform for deliverY of Online Governance (UPYOG), without extending any financial assistance …2/- -2- to States/UTs. UPYOG is an open-source, microservices-based, and modular digital platform comprising a suite of e-governance solutions thatenable Urban Local Bodies (ULBs) to deliver digital municipal services. Its architecture supports interoperability, seamless integration with existing State and municipal systems, and easy customization to meet local requirements. The year-wise financial allocations made for the implementation of the NUDM as a centrally sponsored scheme over the past three years are provided below.
