STATUS OF PMAY-U AND PMAY-U 2.0 IN KARNATAKA AND ASSAM

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to
state:
(a) the present status of implementation of Housing for All under
Pradhan Mantri Awas Yojana–Urban (PMAY-U) and PMAY-U 2.0,
district-wise in Assam and Karnataka including Bengaluru;
(b) the number of houses sanctioned, completed and handed over
under PMAY-U during each of the last three years, district-wise in
Assam and Karnataka including Bengaluru;
(c) the targets fixed for sanction and completion of dwelling units
under PMAY-U 2.0 during the next three years, district-wise in
Assam and Karnataka including Bengaluru; and
(d) whether any shortcomings were identified in implementation of
PMAY-U in urban centres and if so, the details thereof along with
the remedial measures incorporated in PMAY-U 2.0 to improve
delivery, beneficiary identification and timely completion of
houses, district-wise in Assam and Karnataka including Bengaluru?
ANSWER

(SHRI TOKHAN SAHU)
(a) to (d): Ministry of Housing and Urban Affairs (MoHUA) has been
implementing Pradhan Mantri Awas Yojana – Urban (PMAY-U) since
25.06.2015 with an aim to provide all weather pucca houses with basic civic
amenities to all eligible urban beneficiaries across the country, including
the State of Assam and Karnataka. The scheme period of PMAY-U has been
extended up to 30th September 2026 for completion of under-construction
houses and release of funds through SNA-SPARSH module. Based on the
learning from the experiences of implementation of PMAY-U, MoHUA has
revamped the scheme and launched PMAY-U 2.0 ‘Housing for All’ Mission
with effect from 01.09.2024 for implementation in urban areas across the
country, including the State of Assam and Karnataka, to support 1 crore
additional eligible beneficiaries in next five years. The scheme is
implemented through four verticals i.e., Beneficiary Led Construction (BLC),
Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH)
and Interest Subsidy Scheme (ISS).

PMAY-U & PMAY-U 2.0 are demand driven schemes and there are no
fixed targets. States/Union Territories (UTs) assess the requirement
through their Urban Local Bodies (ULBs)/ Implementing Agencies in their
respective jurisdictions, select the beneficiaries based on the eligibility
criteria and implement housing project. Based on the demand survey and
selection of beneficiaries, the project proposals are prepared and
approved by the State Level Sanctioning and Monitoring Committee
(SLSMC) headed by the Chief Secretary of States/UTs for further
consideration of release of Central Assistance by Central Sanctioning
and Monitoring Committee (CSMC).
The Ministry conducts regular review meetings with States/UTs to ensure
completion of the remaining under-construction houses within the
stipulated timeframe. It has been observed that the major challenges faces
by the implementing agencies include non-availability of encumbrance free
land, unwillingness of beneficiaries, shortage of skilled manpower,
financial constraint of implementing agencies, issues related to trunk
infrastructure, increase in the cost of construction materials, delays in
obtaining statutory clearance/ No Objection Certificates (NOCs) and
disruptions caused by unforeseen circumstances.
District-wise details of houses sanctioned, grounded &
completed/delivered since inception and houses sanctioned &
completed/delivered during the last three years under PMAY-U and PMAY-U
2.0 in the States of Assam and Karnataka including Bengaluru, as on
02.03.2026, are at Annexure.
