GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS LOK SABHA UNSTARRED QUESTION NO. 3342 TO BE ANSWERED ON MARCH 12, 2026 STATUS OF PMAY-U NO. 3342. SHRI ARUP CHAKRABORTY: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) whether the Government has reviewed the current status of the Pradhan Mantri Awas Yojana-Urban (PMAY-U) across the country, including the number of houses sanctioned, grounded, completed and occupied since the inception of the said yojana and if so, the details thereof, State/UT-wise; (b) whether any delays in construction, fund disbursal and beneficiary identification have affected timely completion of houses under PMAY-U and if so, the details thereof along with the corrective measures taken by the Government to address these challenges; and (c) whether the Government proposes to extend or restructure PMAY-U to ensure housing for all eligible urban beneficiaries who are yet to receive benefits under the said yojana and if so, the details thereof? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) to (c): Ministry of Housing and Urban Affairs (MoHUA) has been implementing Pradhan Mantri Awas Yojana Urban (PMAY-U) since 25.06.2015 with an aim to provide all weather pucca houses with basic civic amenities to eligible urban beneficiaries across the country. State/UTs wise details of houses sanctioned, grounded, completed and occupied since inception under Pradhan Mantri Awas Yojana (Urban) is at Annexure. …2/--2- As per the Scheme Guidelines of PMAY-U, Central Assistance is released to States/Union Territories (UTs) in three instalments of 40%, 40% and 20%. The release of Central Assistance is incumbent upon fulfilment of mandatory compliances by the concerned States/UTs viz. submission of Utilisation Certificates (UCs), Aadhaar seeding of beneficiaries, Action Taken Report (ATR) on the recommendations of Third Party Quality Monitoring Agencies (TPQMA), Geo-tagging of progress of construction stages of houses/projects, registration of Affordable Housing in Partnership (AHP)/In-Situ Slum Redevelopment (ISSR) projects under Real Estate (Regulation and Development) Act, 2016 (RERA), etc. and other instructions issued by Ministry of Finance. Due installments are released to States/UTs based on compliances as per PMAY-U Guidelines. The scheme period of PMAY-U has been extended up to 30th September 2026 for completion of under-construction houses and release of funds through SNA-SPARSH module. At present sufficient funds are available under SNA-SPARSH module. Based on the learnings from the experiences of implementation of PMAY- U, MoHUA has revamped the scheme and launched PMAY-U 2.0 ‘Housing for All’ Mission with effect from 01.09.2024 for implementation in urban areas across the country to support 1 crore additional eligible beneficiaries in next five years. PMAY-U 2.0 is implemented through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS). The timeline for completion of houses/projects varies from State to State and it generally takes 12-36 months in different verticals of the scheme and as per Detailed Project Reports (DPRs) of respective projects. The completion timeline for houses depends on various factors like availability of encumbrance free land, statutory compliances for start of construction, arrangement of funds by beneficiaries, availability of State share etc. The Ministry conducts regular reviews with the States/UTs to monitor progress of implementation of the scheme and expedite completion of sanctioned houses within the stipulated timeline. ******Annexure referred in reply to Lok Sabha Unstarred Q.No. 3342 due for 12-03-2026 State/UTs wise details of Physical progress under Pradhan Mantri Awas Yojana (Urban) Physical Progress of Houses (Nos) Sr. Name of the State/ Completed/ No. UT Sanctioned Grounded Occupied Delivered 1 setatS Andhra Pradesh 19,06,887 18,26,840 11,23,500 10,31,236 2 Bihar 2,91,422 2,91,224 1,98,458 1,98,407 3 Chhattisgarh 2,81,111 2,80,776 2,61,808 2,48,096 4 Goa 3,146 3,146 3,146 3,146 5 Gujarat 9,72,025 9,71,456 9,51,630 9,09,095 6 Haryana 1,14,667 85,976 72,428 72,412 7 Himachal Pradesh 12,640 12,640 11,896 11,878 8 Jharkhand 2,29,156 2,10,676 1,66,215 1,63,577 9 Karnataka 5,76,956 4,97,744 3,98,410 3,57,632 10 Kerala 1,61,957 1,55,431 1,39,603 1,39,500 11 Madhya Pradesh 9,46,592 9,45,711 8,92,380 8,82,266 12 Maharashtra 11,85,439 11,55,256 10,22,981 9,69,176 13 Odisha 2,03,380 1,86,268 1,68,818 1,64,522 14 Punjab 1,20,990 1,18,597 1,00,944 1,00,642 15 Rajasthan 2,92,400 2,89,967 2,58,631 2,53,198 16 Tamil Nadu 6,67,138 6,66,626 6,18,794 5,72,668 17 Telangana 2,48,074 2,48,074 2,24,827 1,85,943 18 UttarPradesh 17,60,866 17,55,238 17,13,849 16,79,836 19 Uttarakhand 63,605 62,826 51,116 42,670 20 West Bengal 6,15,105 6,06,238 5,08,157 5,07,347 Sub-total(States) 1,06,53,556 1,03,70,710 88,87,591 84,93,247 21 setatStsaEhtroN Arunachal Pradesh 8,068 8,068 8,068 6,852 22 Assam 1,69,626 1,69,097 1,44,611 1,44,611 23 Manipur 52,519 49,657 22,503 22,503 24 Meghalaya 4,758 4,123 2,839 2,839 25 Mizoram 39,150 39,109 33,950 33,950 26 Nagaland 31,067 31,060 30,152 30,120 27 Sikkim 299 299 219 219 28 Tripura 87,895 87,098 82,145 82,145 Sub-total(N.E.States) 3,93,382 3,88,511 3,24,487 3,23,239 29 seirotirreTnoinU A&N Island 260 260 233 47 30 Chandigarh 1,256 1,256 1,256 1,256 31 DNH&DD 9,947 9,947 9,513 9,387 32 Delhi 29,976 29,976 29,976 29,976 33 J&K 42,584 42,547 35,239 35,239 34 Ladakh 1,283 991 960 960 35 Lakshadweep - - - - 36 Puducherry 15,995 15,933 12,519 12,519 Sub-total(UT) 1,01,301 1,00,910 89,696 89,384 Grand Total 111.48 Lakh 112.61 Lakh* 96.44 Lakh* 93.97 Lakh* *Includes completed (3.42 lakh), occupied (4.91 lakh)/ grounded (4.01 lakh) houses of JnNURM during mission period.
