STATUS OF PMAY-U
NO. 3342. SHRI ARUP CHAKRABORTY:
Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) whether the Government has reviewed the current status of the
Pradhan Mantri Awas Yojana-Urban (PMAY-U) across the country,
including the number of houses sanctioned, grounded, completed
and occupied since the inception of the said yojana and if so, the
details thereof, State/UT-wise;
(b) whether any delays in construction, fund disbursal and beneficiary
identification have affected timely completion of houses under
PMAY-U and if so, the details thereof along with the corrective
measures taken by the Government to address these challenges;
and
(c) whether the Government proposes to extend or restructure PMAY-U
to ensure housing for all eligible urban beneficiaries who are yet to
receive benefits under the said yojana and if so, the details thereof?

(a) to (c): Ministry of Housing and Urban Affairs (MoHUA) has been
implementing Pradhan Mantri Awas Yojana Urban (PMAY-U) since
25.06.2015 with an aim to provide all weather pucca houses with basic
civic amenities to eligible urban beneficiaries across the country.
State/UTs wise details of houses sanctioned, grounded, completed and
occupied since inception under Pradhan Mantri Awas Yojana (Urban) is
at Annexure.

As per the Scheme Guidelines of PMAY-U, Central Assistance is released
to States/Union Territories (UTs) in three instalments of 40%, 40% and
20%. The release of Central Assistance is incumbent upon fulfilment of
mandatory compliances by the concerned States/UTs viz. submission of
Utilisation Certificates (UCs), Aadhaar seeding of beneficiaries, Action
Taken Report (ATR) on the recommendations of Third Party Quality
Monitoring Agencies (TPQMA), Geo-tagging of progress of construction
stages of houses/projects, registration of Affordable Housing in
Partnership (AHP)/In-Situ Slum Redevelopment (ISSR) projects under
Real Estate (Regulation and Development) Act, 2016 (RERA), etc. and
other instructions issued by Ministry of Finance. Due installments are
released to States/UTs based on compliances as per PMAY-U Guidelines.
The scheme period of PMAY-U has been extended up to 30th September
2026 for completion of under-construction houses and release of funds
through SNA-SPARSH module. At present sufficient funds are available
under SNA-SPARSH module.
Based on the learnings from the experiences of implementation of PMAY-
U, MoHUA has revamped the scheme and launched PMAY-U 2.0 ‘Housing
for All’ Mission with effect from 01.09.2024 for implementation in urban
areas across the country to support 1 crore additional eligible
beneficiaries in next five years. PMAY-U 2.0 is implemented through four
verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in
Partnership (AHP), Affordable Rental Housing (ARH) and Interest Subsidy
Scheme (ISS).
The timeline for completion of houses/projects varies from State to State
and it generally takes 12-36 months in different verticals of the scheme
and as per Detailed Project Reports (DPRs) of respective projects. The
completion timeline for houses depends on various factors like
availability of encumbrance free land, statutory compliances for start of
construction, arrangement of funds by beneficiaries, availability of State
share etc.
The Ministry conducts regular reviews with the States/UTs to monitor
progress of implementation of the scheme and expedite completion of
sanctioned houses within the stipulated timeline.
