STATUS OF PROJECTS SANCTIONED UNDER JJM FOR KUTTANAD REGION

Will the Minister of JAL SHAKTI be pleased to state:
(a) the details of all projects sanctioned for Kuttanad in Alappuzha district including those under
the Jal Jeevan Mission (JJM), flood mitigation works, drinking water supply schemes and
surface water management projects during the last five years;
(b) the current status of each project completed, ongoing, delayed or pending along with the
funding share and physical and financial progress;
(c) the details of the projects for which Letters of Acceptance (LoAs) have been issued and those
pending including contractor details and expected dates of completion;
(d) the projects for which LoAs are still pending and the reasons therefor;
(e) whether any new proposals from Kerala for Kuttanad region are under consideration and if so,
the details thereof; and
(f) the steps being taken by the Government to expedite implementation and ensure timely
completion of all sanctioned works?

(a) to (f) Water is a State subject. Government of India supplements the efforts of the States,
including the State of Kerala, by providing technical and financial assistance for sustainable
development and management of water resources and rural water supply through various centrally
sponsored programme.
Since August 2019, Government of India in partnership with States is implementing Jal Jeevan
Mission (JJM) – Har Ghar Jal to make provision of potable water to every rural household of the
country, including those in Kuttanad in Alappuzha district of Kerala, through functional tap water
connection.
At the start of the Mission, only 1.85 lakh (33.61%) rural households were reported to have tap
water connections in Alappuzha district of Kerala. So far, as reported by the State, 3.65 lakh rural
Page 1 of 2households were provided with tap water connections under JJM. Thus, as on 09.12.2025, out of
5.52 lakh rural households in the district, more than 3.65 lakh (66.25%) households are reported to
have tap water supply in their homes.
As Water is a State subject, project-wise details of individual projects/ schemes for rural water
supply projects; District-wise fund allocations under JJM, and details thereof are not maintained by
this Department. However, year-wise details of Central fund allocated, fund drawn and fund
utilization reported by the State of Kerala since 2019-20 is as under:

Further, State of Kerala has informed that no work is pending for the reason of non-issuance of
LoA and also no new proposals for Kuttanad with respect to drinking water supply is under
consideration at present. Moreover, as informed by the State, ongoing works are being monitored
rigorously through perioding review meetings at various levels, including people’s representatives.
At the time of the launch of Jal Jeevan Mission, the Government also approved support for the
States and UTs with a central outlay of ₹2,08,652 Crore. The approved Central outlay has almost
been utilized till 2024-25. Considering the progress achieved so far and ongoing works, Hon’ble
Finance Minister has announced extension of Jal Jeevan Mission till December 2028 with enhanced
total outlay through budget announcements 2025-26.
