Parliament Question: Status of Purvodaya Scheme

GOVERNMENT OF INDIA MINISTRY OF FINANCE DEPARTMENT OF ECONOMIC AFFAIRS LOK SABHA UNSTARRED QUESTION NO. 1254 TO BE ANSWERED ON 27.07.2026/ Shravana 5, 1948 (Saka) STATUS OF PURVODAYA SCHEME +1254 Shri Dinesh Chandra Yadav: Shri Ramprit Mandal: Will the Minister of FINANCE be pleased to state: (a) the present status of the Purvodaya Scheme for the all-round development of the eastern region of the country covering the States of Bihar, Jharkhand, West Bengal, Odisha and Andhra Pradesh as announced in the Union Budget 2024-25; and (b) the assistance being provided to all the States covered under the said scheme along with the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF FINANCE (SHRI. PANKAJ CHAUDHARY) (a)&(b): In the Union Budget 2024-25, the Government announced to formulate a plan (not a scheme) titled as Purvodaya, for the all-round development of the eastern region of the country, covering Bihar, Jharkhand, West Bengal, Odisha, and Andhra Pradesh, to cover human resource development, infrastructure, and generation of economic opportunities to make the region an engine to attain Viksit Bharat. Towards this, the NITI Aayog had constituted an Inter-Ministerial Advisory Committee, with representatives from the state governments of Andhra Pradesh, Bihar, Jharkhand, Odisha, and West Bengal, to prepare a roadmap for the development of the Purvodaya states. Accordingly, in the Union Budget 2026-27, the Government has announced three major initiatives under the Purvodaya Plan: (i) development of an integrated East Coast Industrial Corridor with a node at Durgapur; (ii) creation of five tourism destinations in the Purvodaya States and (iii) provision of 4,000 e-buses. In addition, the Government has undertaken several other initiatives for the development of Purvodaya states in the previous Union Budgets since the announcement on Purvodaya, such as development of an industrial node at Gaya; development of road connectivity projects, namely Patna- Purnea Expressway, Buxar-Bhagalpur Expressway, Bodhgaya, Rajgir, Vaishali and Darbhanga Spur; and power projects, including the setting up of a new 2400 MW power plant at Pirpainti. Additional measures include central assistance for the development of tourist destinations in Odisha; Kopparthy Industrial Area in Andhra Pradesh under Vizag Chennai Industrial Corridor (VCIC); Polavaram Irrigation Project; Orvakal Industrial Area in Andhra Pradesh under Hyderabad Bengaluru Industrial Corridor (HBIC); grants for backward regions of Rayalaseema, Prakasam and North Coastal Andhra; support to the mineral-rich states including Odisha and Andhra Pradesh to establish dedicated Rare Earth Corridors to promote mining, processing, research and manufacturing etc. ****
