Parliament Question: Status of Rajkharsawan Railway Station under ABSS

SHRI KALI CHARAN MUNDA: Will the Minister of RAILWAYS be pleased to state: (a) whether the Hon. Prime Minister Shri Narendra Modi laid the foundation stone for the redevelopment of Rajkharsawan Railway Station on August 6, 2023 via video conferencing under the Amrit Bharat Station Scheme (ABSS) at an estimated cost of approximately Rupees thirty crores an announcements were also made to develop modern amenities such as the reconstruction of the station building, installation of lifts and escalators on all platforms, development of the circulating area a monumental flag green pathways and a statue site and if so, the details thereof; (b) whether even years after the foundation stone was laid, the project remains incomplete due to the demolition of the old station building, passengers are facing severe inconvenience and the expected facilities have not yet been provided and if so, the details thereof; and (c) whether the Government will review the said project, expedite the construction work and ensure the availability of adequate funds to complete the work on time and if so, the details thereof and if not, the reasons therefor? ANSWER MINISTER OF RAILWAYS, INFORMATION & BROADCASTING AND ELECTRONICS & INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW) (a) to (c) Rajkharswan station, located in Jharkhand, has been identified for development under Amrit Bharat Station Scheme. Development works at Rajkharswan station have been taken up at good pace. The works of new station building including new waiting hall, new toilets, parking, § Page 1 of 6improvement of circulating area, approach road, platform extension, improvement of platform surface, 12 m wide foot over bridge, lifts, escalators, landscaping and amenities for Divyangjan have been taken up. At Rajkharswan station, high level platforms, platform shelter, waiting hall, drinking water arrangement, urinal, lavatory, seating arrangement, Foot Over Bridge etc. amenities are available. Further, development / redevelopment / upgradation / modernisation of stations on Indian Railways is a continuous and ongoing process and works in this regard are undertaken as per requirement, subject to inter-se priority and availability of funds. Development / redevelopment / upgradation / modernisation of a station is carried out based on category of station/condition/traffic handled etc. Ministry of Railways has launched Amrit Bharat Station Scheme for redevelopment of stations with a long-term approach. So far, 1340 stations have been identified for development under this scheme, out of which 57 stations, including Rajkharswan station are located in Jharkhand. The works of ramp Page 3 of 6for existing foot over bridge and amenities for Divyangjan have been taken up.  Orga station: The works of improvement of station building, lighting, platform shelter, entry & exit gate, improvement of platform surface, improvement of circulating area and drinking water booth have been completed. The work of amenities for Divyangjan has been taken up.  Bhaga station: The works of improvement of waiting hall, new waiting hall, entrance porch, ramp, platform shelters, improvement of platform surface, parking, toilets, water booth, booking office and boundary wall have been completed. The works of lifts and amenities for Divyangjan have been taken up.  Bokaro Steel City station: The works of improvement of station building, new waiting hall, entrance porch, improvement of retiring room and dormitory, waiting lounge, toilets, booking office, ramp, improvement of platform surface, improvement of circulating area, parking, water booth and approach road have been completed. The work of escalator has been taken up.  Ranchi station: The structural work of second entry new station building (South side), additional platform and structural work of extension of 6 m wide foot over bridge have been completed. The finishing work of new station building and extension of foot over bridge, entrance porch, platform shelters on additional platform, improvement of circulating area, parking, new 6 m wide foot over bridge, electrical substation, underground water storage tanks and sewage treatment plant have been taken up. Page 4 of 6Amrit Bharat Station Scheme involves preparation of master plans and their implementation in phases to improve the stations of Indian Railways. The master planning, keeping in view the necessity of each station, includes: ● Improvement of access to station and circulating areas ● Integration of station with both sides of city ● Improvement of station building ● Improvement of waiting halls, toilets, sitting arrangement, water booths ● Provision of wider foot over bridge/subway to commensurate with passenger traffic ● Provision of lifts/escalators/ramps ● Improvement of platform surface/ provision of platform shelter ● Provision of kiosks for local products through schemes like ‘One Station One Product’ ● Parking development ● Amenities for Divyangjans ● Better passenger information systems ● Provision of air concourse, executive lounges, Multimodal integration, landscaping, etc. The scheme also envisages sustainable and environment friendly solutions etc. as per necessity, phasing and feasibility and creation of city centre at the station in the long term. Development / Upgradation of railway stations is a complex in nature involving safety of passengers & trains and requires various statutory clearances such as tree cutting, heritage, fire clearance, airport clearance etc. These stations are in operation since long, so brownfield work challenges are being faced, such as shifting of utilities (involving water/sewage lines, optical fibre cables, gas pipelines, power/signal Page 5 of 6cables, etc.), infringements, operation of trains without hindering passenger movement, speed restrictions due to works carried out in close proximity of the tracks and near to high voltage power lines, etc. and these factors affect the progress of work and completion time. Development / upgradation / modernisation of stations including under Amrit Bharat Station Scheme is generally funded under Plan Head-53 ‘Customer Amenities’. The details of allocation and expenditure under Plan Head-53 are maintained Zonal Railway-wise and not station-wise or state- wise. Jharkhand is covered under the jurisdiction of three railway zones, namely, Eastern Railway, East Central Railway and South Eastern Railway. For these zones, an allocation of ₹ 1,199 crore has been made for the financial year 2026-27, out of which an expenditure (up to June, 2026) of ₹ 526 crore has been incurred so far. ***** Page 6 of 6
