Will the Minister of EDUCATION be pleased to state:
(a) the details of funds allocated, released and utilised under Samagra Shiksha in Assam during the last three years, year-wise;
(b) the details of latest available data on drop-out rates at elementary and secondary levels in Assam, particularly among girl students and the extent to which these compare with the national average;
(c) the total number of sanctioned posts and vacancies of teachers in Government and Governments-aided schools in Assam under the said Scheme, category and district-wise;
(d) the details of present status of basic infrastructure in Government schools in rural areas of Assam including availability of separate girlsโ toilets, drinking water, electricity, digital learning facilities and hostels; and
(e) the details of corrective measures taken by the Government to address drop-outs, teacher vacancies and infrastructure gaps in Assam under Samagra Shiksha, particularly to improve retention and learning outcomes of girl students? (a) The Department of School Education & Literacy is implementing the Centrally Sponsored Scheme of Samagra Shiksha in partnership with all the States and UTs. Financial assistance is provided to all States and UTs for various components for implementation of the interventions under Samagra Shiksha as per norms. Details of funds allocation, Central share released and fund utilized including State share by State of Assam under Samagra Shiksha for the last three years i.e. from 2022-23 to 2024-25 is given below:

(c) to (e) Education is a subject in the concurrent list of the Constitution and majority of the schools and teachers in the country are under the administrative control of the State Governments and UT Administrations. The recruitment, service conditions and rational deployment of teachers come under the purview of the respective State Governments/UT Administrations.
Recruitment is a continuous process and vacancies arise due to a number of factors like retirement, resignation, increased requirement of teachers because of the enhanced studentsโ strength etc. The Central Government through the Centrally Sponsored Scheme of Samagra Shiksha, provides financial assistance to the States and UTs to maintain appropriate Pupil- Teacher Ratio (PTR) for various levels of schooling, as per norms prescribed in the Right of Children to Free and Compulsory Education (RTE) Act, 2009, as amended from time to time.
The details of present status of basic infrastructure in Government schools in rural areas of Assam including availability of separate girlsโ toilets, drinking water, electricity, digital learning facilities and hostels are as below- Infrastructure Item Total number of Schools with available facility Electricity 42,707 Drinking Water 43,937 Girls Toilet 43,974 Digital learning facilities 11,359 Hostels 74 The Department of School Education and Literacy is implementing Samagra Shiksha, an integrated scheme for school education since 2018-19 covering the entire gamut from pre- school to class XII. The scheme has also been aligned with the recommendations of NEP 2020 to ensure that all children have access to quality education with an equitable and inclusive classroom environment which should take care of their diverse background, multilingual needs, different academic abilities and make them active participants in the learning process.
One of the focus areas of the scheme is to reduce the dropout rate and the number of Out of School Children (OoSC). This Department has developed an online module for compiling the data of Out of School Children (OoSC) identified by each State/UT and their mapping with Special Training Centres (STC) on the PRABANDH Portal. The concernedState/UT validates the child wise information of the identified OoSC and STC uploaded by the concerned Block Resource Centre of the State for monitoring the progress of mainstreaming of OoSC.
The scheme includes the provision of opening and strengthening of new schools up to senior secondary level; construction of school buildings and additional classrooms; setting up, up- gradation and running of Kasturba Gandhi Balika Vidyalayas; setting up of Netaji Subhash Chandra Bose Avasiya Vidyalayas; Hostels under PM-JANMAN and DAJGUA for PVTGs / ST children, free uniforms, free text books, transport allowance and undertaking enrolment & retention drives. In addition, support is provided through special training for age-appropriate admission of Out of School Children and for the training of residential as well as non- residential older children. The provision of seasonal hostels or residential camps, special training centers at worksites, transport/ escort facility are also available for bringing Out of School Children to the formal schooling structure. Bridge Course Modules have been developed by National Council of Educational Research and Training (NCERT) for bridging the learning gaps of Out of School Children studying in Special Training Centers (STC) under the provision of RTE Act, 2009.
Further, under the student-oriented component for the children with special needs of the scheme, financial assistance is provided for identification and assessment of children with special needs, aids and appliances, braille kits and books, appropriate teaching learning material and stipend to girl students with disability etc.
