LOVELY ANAND: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the present status of the hundred cities identified under the Smart Cities Mission (SCM) and the number and details of the projects completed till June 30, 2025, State-wise; (b) the details of the total funds sanctioned, released and utilised so far for each of these cities, State-wise; (c) whether any time-frame has been fixed to develop these cities and achieve the targets/complete the projects under SCM and if so, the details thereof, city and State-wise; and (d) the reasons for delay, if any, along with the time by which each of these cities is likely to be developed and targets achieved/projects completed, State-wise? ANSWER THE MINISTER OF HOUSING AND URBAN AFFAIRS (SHRI MANOHAR LAL) (a) to (d): A Statement is laid on the Table of the House.STATEMENT REFERRED TO IN REPLY OF PARTS (a) to (d) OF THE LOK SABHA STARRED QUESTION NO. 261 FOR ANSWER ON 07.08.2025 REGARDING STATUS OF SCM (a) & (b): As per the information provided by the States/UTs, as on 31st July, 2025, out of a total 8063 projects amounting to ₹ 1,64,695 Cr undertaken in the 100 cities selected under the Smart Cities Mission (SCM), 7,636 projects (95% of total projects) amounting to ₹1,53,977 Cr have been completed and the remaining 427 projects amounting to ₹ 10,718 Cr are ongoing. Under the SCM, the Central Government had a total outlay of ₹48,000 Cr for the 100 cities. As on 31st July, 2025, the cities have been able to claim Central Financial Assistance of ₹47,459 Cr (i.e. 99% of the total Central share allocation). The States/Union Territories are reported to have utilized ₹45,881 Cr (i.e. 97% of the total Central share claimed). State/UT wise and City-wise progress of projects as well as Central Financial Assistance sanctioned, claimed & utilized is given at Annexure. (c) & (d): The objective of SCM was not the development of entire city but to follow an area-based development approach through retrofitting, redevelopment, greenfield development and a Pan-city initiative in which smart solutions are applied covering larger parts of the city, so as to create a replicable model. Smart City Proposals (SCPs) have been planned at the local level based on the local needs of the cities, across various sectors viz. smart mobility, Water, Sanitation, Hygiene (WASH), smart governance, smart energy and environment. Each project had a defined period of completion/ implementation. Post the financial closure of SCM on 31st March, 2025, Ministry of Housing and Urban Affairs (MoHUA) has issued Advisory No 27 dated 10th June, 2025 to all States/ UTs. The ongoing projects are in different stages of implementation. The Special Purpose Vehicles (SPVs) have been advised to ensure that all ongoing projects under SCM must be completed under their stipulated time period not later than December, 2025.As apprised by the States/UTs, the challenges encountered in implementing smart city projects include, inter-alia, legal issues, delay in obtaining clearances from different departments, land acquisition, construction in hilly areas, challenges in vendor and resource availability in small & medium cities, centralization of decision making in few cities, utilization of full capacity of Integrated
