Parliament Question: Status of SCM in Bengaluru, Mangaluru and Tumakuru

GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS LOK SABHA UNSTARRED QUESTION NO. 1848 TO BE ANSWERED ON JULY 30, 2026 STATUS OF SCM IN BENGALURU, MANGALURU AND TUMAKURU NO. 1848 DR. K SUDHAKAR: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the status of the projects under the Smart Cities Mission (SCM) in Bengaluru, Mangaluru and Tumakuru including the works completed and pending along with the funds allocated and utilised; (b) whether the Integrated Command and Control Centres (ICCCs) in these cities are being actively used for urban governance and emergency response and if so, the details thereof; (c) if not, whether the Government proposes to take up such initiatives in due course of time and if so, the details thereof; (d) the number of Smart Cities where Special Purpose Vehicles (SPVs) have been dissolved or have become non-functional after the conclusion of the SCM; and (e) whether the Government has taken any steps to transfer completed assets to Urban Local Bodies (ULBs) with adequate Operation and Maintenance (O&M) capacity and if so, the details thereof? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) : In the State of Karnataka, 7 cities viz. Belagavi, Bengaluru, Davanagere, Hubballi-Dharwad, Mangaluru, Shivamogga and Tumakuru were selected under Smart Cities Mission (SCM). As reported by the States/UTs as on 31.03.2026, status of projects as well as central financial assistance released and utilized in Bengaluru, Mangaluru and Tumakuru cities, since inception of the Mission, is as under: …2/--2- (Amount in ₹ Cr) Status of GoI Completed Total Projects Sl. Funds Projects City Name GoI GoI No. of Cost of No. of Cost of No. funds funds Projects Projects Projects Projects claimed utilized 1 Bengaluru 488 456 57 1,054 56 1,031 2 Mangaluru 490 457 105 2,579 98 2,484 3 Tumakuru 490 490 217 2,099 217 2,099 (b) and (c): The Integrated Command and Control Centres (ICCCs) in Bengaluru, Mangaluru and Tumakuru serve as centralized platforms for real-time monitoring, coordination, and data-driven decision-making across various sectors, including traffic management, solid waste management, public safety, environmental monitoring, and citizen services. They also support emergency response by enabling faster incident detection, interdepartmental coordination, resource deployment, and response monitoring. (d) and (e): Post closure of SCM on 31.03.2025, Ministry of Housing and Urban Affairs (MoHUA) has issued Advisory No. 27 dated 10th June, 2025 to all States/ UTs. As per the advisory, the Special Purpose Vehicles (SPVs) are to ensure the timely completion of all ongoing SCM projects and prepare O&M plans for the assets created. The Advisory has further outlined the envisioned future role of SPVs of smart cities and a roadmap for the continued functioning of ICCCs. The advisory underscores repurposing of SPVs to meet emerging urban challenges. Further, as per the advisory, ICCCs are to be leveraged as city operating systems and state analytical hubs, with operational control preferably retained by the urban development departments. SPVs may receive service-linked revenues for managing ICCC functions. States and Union Territories, through their respective High-Powered Steering Committees (HPSCs), have been encouraged to chart out urban sector priorities and map areas where SPVs can continue to play a strategic role. *****
