Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to
state:
(a) the current implementation status of the Smart Cities Mission
including the number of completed and ongoing projects as on July
2025;
(b) whether any new metro rail or urban transit projects have been
sanctioned this year and if so, the details thereof along with their
proposed locations; and
(c) the measures being taken by the Government to address the shortfall
in affordable urban housing, particularly under the Pradhan Mantri
Awas Yojana – Urban (PMAY-U)?
ANSWER

(a) As per the information provided by the States/UTs, as on 11.07.2025,
out of a total 8063 projects amounting to ₹ 1,64,695 Cr undertaken in
the 100 cities selected under Smart Cities Mission (SCM), 7,636
projects (95% of total projects) amounting to ₹1,53,977 Cr have been
completed and the remaining 427 projects amounting to ₹10,718 Cr are
ongoing.
Under SCM, the Central Government had a total outlay of ₹48,000 Cr
for the 100 cities. As on 11.07.2025, the cities have been able to claim
central financial assistance of ₹47,459 Cr (i.e. 99% of the total Central
share allocation). The States/Union Territories are reported to have
utilized ₹45,881 Cr (i.e. 97% of the total Central share claimed).

(b) During the Calendar Year 2025, three Metro Rail Projects viz. Delhi
Metro Rithala Kundli Corridor of length 26.43 km with an estimated
cost of Rs. 6231 Cr, Pune Metro Phase 2 of length 12.75km with an
estimated cost of Rs. 3626 crore and Extension of Noida Metro Aqua
line from Depot Station to Boraki, which is a Multi Modal Transport Hub
(MMTH) Project of length 2.6 km with an estimated cost of Rs. 416 Cr
have been sanctioned by Government of India.
(c) ‘Land’ and ‘Colonization’ are State subjects. Therefore, schemes
related to housing for their citizens are implemented by States/Union
Territories (UTs). However, the Ministry of Housing and Urban Affairs
supplements the efforts of States/UTs, by providing Central Assistance
for pucca houses to eligible urban beneficiaries across the country
under Pradhan Mantri Awas Yojana- Urban (PMAY-U) since 25.06.2015.
PMAY-U is a demand driven scheme and Government of India has not
fixed any state wise target for construction of houses. Participating
States/UTs have prepared project proposals in consonance with the
scheme guidelines, based on the demand for houses in urban areas
and submitted to this Ministry for release of admissible Central
Assistance. The scheme period, has been extended up to 31.12.2025
to complete sanctioned houses without changing the funding pattern
and implementation methodology. Based on the learnings from the
experiences of implementation of PMAY-U, MoHUA has revamped the
scheme and launched PMAY-U 2.0 ‘Housing for All’ Mission with effect
from 01.09.2024 for implementation in urban areas across the country
to support 1 crore additional eligible beneficiaries with an estimated
government subsidy of ₹2.30 Lakh Cr through four verticals i.e.,
Beneficiary Led Construction (BLC), Affordable Housing in Partnership
(AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme
(ISS).
As per the Scheme Guidelines of PMAY-U 2.0, States/Union Territories
(UTs) conduct demand survey in their respective jurisdiction and
validate the beneficiaries to ascertain eligibility. Eligible citizens are
also allowed to apply through Unified Web Portal of PMAY-U 2.0 and
register their demand. After fulfilling the procedures laid down in the
Scheme Guidelines, the houses are approved by State Level
Sanctioning and Monitoring Committee (SLSMC) and forwarded to
Central Sanctioning and Monitoring Committee (CSMC) for
consideration of release of Central Assistance.
