**Executive Summary**
This document is a statement answering questions posed to the Minister of Housing and Urban Affairs regarding the status of the Smart Cities Mission (SCM) in Maharashtra and Madhya Pradesh. As of December 1, 2025, both states have completed a significant portion of their projects, with efforts underway to ensure all ongoing projects are completed by December 2025, as per Advisory No. 27, dated June 10, 2025. The statement was laid on the Table of the House on December 4, 2025.

* **Financial Closure and Advisory:**
* Following the financial closure of SCM on March 31, 2025, the Ministry of Housing and Urban Affairs (MoHUA) issued Advisory No. 27 on June 10, 2025, to all States/UTs.
* Special Purpose Vehicles (SPVs) have been advised to ensure all ongoing projects under SCM must be completed under their stipulated time period not later than December, 2025.

(a) the present status of the Smart Cities Mission (SCM) in Maharashtra
including the number and the details of projects completed;
(b) the details of the total funds sanctioned, released and utilised so far for each
of these cities in Maharashtra and Madhya Pradesh specifying project types
such as urban mobility, water supply, waste management and digital
infrastructure, city-wise;
(c) whether any timeframe has been fixed to develop these cities and achieve
the targets or complete the projects under the Smart Cities Mission in
Maharashtra and Madhya Pradesh and if so, the details thereof, city-wise;
and
(d) the reasons for delays, if any, encountered in project execution in
Maharashtra and Madhya Pradesh including administrative, financial or
environmental challenges and the time by which each of these cities are
likely to be fully developed and targets are achieved, city-wise?

REGARDING STATUS OF SMART CITIES MISSION
(a) & (b) Under Smart Cities Mission (SCM), in the State of Maharashtra 08
cities, viz. Aurangabad, Kalyan-Dombivali, Nagpur, Nashik, Pimpri
Chinchwad, Pune, Solapur and Thane were selected. As reported by the
State, as on 01.12.2025, out of a total 347 projects amounting to ₹16,981

In the State of Madhya Pradesh, 07 cities, viz. Bhopal, Gwalior, Indore,

implementing smart city projects include, inter-alia, legal issues, delay in
obtaining clearances from different departments, land acquisition,
construction in hilly areas, challenges in vendor and resource availability in
small & medium cities, centralization of decision making in few cities,
utilization of full capacity of Integrated Command and Control Centres
(ICCCs), etc.
Post the financial closure of SCM on 31st March, 2025, Ministry of Housing
and Urban Affairs (MoHUA) has issued Advisory No 27 dated 10th June, 2025
to all States/ UTs. The ongoing projects are in different stages of
implementation. The Special Purpose Vehicles (SPVs) have been advised to
ensure that all ongoing projects under SCM must be completed under their
stipulated time period not later than December, 2025.
