Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) whether the urban areas of Budaun district in Uttar Pradesh suffer from
inadequate urban infrastructure, lack of affordable housing and inadequate
sanitation services;
(b) if so, the details of the schemes launched/ proposed by the Government for
the development of affordable housing projects, improvement in cleanliness
and better urban infrastructure; and
(c) if not, the reasons therefor?

(a) to (c): As per the provisions of Article 243W of the Constitution, in
conjunction with the Seventh and Twelfth Schedules, matters relating to
urban development fall within the purview of States/Urban Local Bodies
(ULBs). However, Ministry of Housing and Urban Affairs (MoHUA) provides
programmatic support to the States/Union Territories (UTs) in their urban
development agenda through its various flagship Missions/Programmes viz.
Atal Mission for Rejuvenation & Urban Transformation 2.0 (AMRUT 2.0),
Pradhan Mantri Awas Yojana – Urban 2.0 (PMAY-U 2.0), Swachh Bharat
Mission – Urban 2.0 (SBM – U 2.0), etc.
Through these Missions/Schemes, the Central Government approves the
State Plans and provides the Central Assistance (CA) to the States. The
projects are selected, designed, approved and executed by the States/UTs
and the cities. The State Governments release funds to the cities/districts.
The status of urban infrastructure projects in Budaun is as given below: -

AMRUT: This Mission, launched in the year 2015 in selected 500 cities (now
485 cities including 15 merged cities) and towns across the country, was
focused on development of basic infrastructure in urban areas, in the
sectors of water supply, sewerage and septage management, etc. AMRUT
2.0 was launched in the year 2021 in all ULBs/cities, enabling the cities to
become 'self-reliant' and 'water secure'. Providing universal coverage of
sewerage and septage management in 500 AMRUT cities is one of the major
focus areas of AMRUT 2.0. Under the Mission, States/UTs are empowered to
select appraise, propose and implement projects. Budaun city is covered
under AMRUT in Budaun district. Details of the projects under AMRUT in
Budaun are as below:

PMAY-U: The Physical and Financial progress in Budaun District of Uttar
Pradesh under PMAY-U and PMAY-U 2.0 are as follows:

SBM-U: This Mission is being implemented in all the urban areas of the
country through ULBs to strengthen the urban infrastructure by creation of
Individual House Hold Latrines (IHHL)/Community/ Public Toilets (CT/PT)/
Urinals/Aspirational Toilets and construction of waste processing facilities
for management of Municipal Solid Waste in cities. For cities having
population less than 1 lakh, waste water treatment facilities are also
covered under Used Water Management (UWM) component of SBM-U 2.0.
Further, under SBM-U Central Share of funds is released to the States/UTs
on the basis of demand made by States/UTs in the form of complete
proposals duly approved by State Level Technical Committee (SLTC) which
are further transmitted to ULBs by the concerned State/UT Govt. Hence
district/ULB-wise details of funds under SBM-U are not available. Mission
allocation of ₹4,073.8 crores is earmarked for the state of Uttar Pradesh
under SBM-U 2.0, out of which action plan having Central Share (CS) of
₹ 3,469.84 crores have so far been approved.
