Parliament Question: Status of Working Women Hostels in Andhra Pradesh

GOVERNMENT OF INDIA MINISTRY OF WOMEN AND CHILD DEVELOPMENT LOK SABHA UNSTARRED QUESTION No. 5589 TO BE ANSWERED ON 27.03.2026 STATUS OF WORKING WOMEN HOSTELS IN ANDHRA PRADESH 5589. SHRI TANGELLA UDAY SRINIVAS: Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state: (a) the number of Working Women Hostels sanctioned, constructed and presently operational in Andhra Pradesh and the details of the facilities available in the said hostels, district-wise and year-wise; (b) the details of the funds allocated, released/utilised under the said scheme in the State during the last five years, year-wise and district-wise; (c) whether any proposal for their upgradation/expansion is under consideration, if so, the details thereof; (d) the current status of proposals submitted by the said State during the last five years including the number of proposals approved, pending/rejected along with reasons therefor; (e) the details of the sanctioned capacity/actual occupancy of these hostels during the last three years, year-wise; and (f) whether any review, inspection/independent assessment has been conducted regarding their functioning, safety, accessibility and overall condition, if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF WOMEN AND CHILD DEVELOPMENT (SHRIMATI SAVITRI THAKUR) (a) to (f) Sakhi Niwas Scheme [Working Women Hostel (WWH)] under the overarching Mission Shakti, is a demand driven centrally sponsored scheme where States/UTs assess their requirement as per local needs and their proposals are approved by the Programme Approval Board (PAB) after discussion with States/UTs. The Scheme aims to promote availability of safe and conveniently located accommodation for working women and for those women who are pursuing higher education and training, with Day care facility for children in urban, semi- urban and even rural areas where employment opportunity for women exists. In this scheme, fund is provided for rental accommodation. Component of construction has been discontinued. At present 23 Sakhi Niwas (WWH) are operational in the State. The details of the functional Sakhi Niwas are provided in Annexure-I.Further, Thirty new proposals for setting up Sakhi Niwas (WWH) on a rental mode were received from the Government of Andhra Pradesh during the Financial Year 2024–25, and the same were approved by the Programme Approval Board (PAB). The State has informed that the establishment of 30 Sakhi Niwas are under process. During the last five years, an amount of Rs. 89.02 lakh has been sanctioned to the State through SNA or SNA SPARSH (Mother Sanction). The State Government has informed that the functional hostels are provided with facilities including rooms with beds, toilets, drinking water, CCTV cameras, Wi-Fi connectivity, and security arrangements. Also, Ministry of Finance (MoF), Department of Expenditure (DoE) in August, 2024 has allocated Rs.5,000/- crores to 28 States under Part (X) (Construction of Working Women Hostels) of Special Assistance to States for Capital Investment (SASCI) Scheme for construction of working women hostels. Under this Scheme, Rs.172.00 crore has been allocated to the government of Andhra Pradesh and State Govt. has submitted 03 proposals for construction of hostels in Vishakhapatnam District at the total cost of Rs.172.00 crore. The proposals of State government have been approved by DoE and 1st instalment of Rs.113.52 crore released by DoE to the State Government during 2024-25. Details of proposals approved under the Scheme are at Annexure-II.
