STOPPAGE OF PMJVK FUND IN KERALA
1088. SHRI HARIS BEERAN:
Will the Minister of MINORITY AFFAIRS be pleased to state:-
(a) whether the Ministry’s online portal for Pradhan Mantri Jan Vikas Karyakram (PMJVK)
was technically operational to accept new project proposals from the State of Kerala between
April 2024 and December 2025;
(b) the exact date on which the last project proposal was successfully 'received' on the portal
from the State; and
(c) whether Government has rejected proposals solely on the basis of 'unspent balance'
without evaluating the project's merit or the State’s latest Utilization Certificates submitted in
January, 2026?
ANSWER

(a) Yes, Sir. The online portal of the Pradhan Mantri Jan Vikas Karyakram (PMJVK) has
been technically operational since its launch in October 2023. Accordingly, the portal was
functional to accept new project proposals from the State of Kerala during the period from
April 2024 to December 2025.
(b) Ministry has received 42 project proposals amounting to Rs. 398.36 crore from the
State Government of Kerala through the PMJVK Portal on 30.01.2026. These proposals are
being evaluated in the Ministry in accordance with the prescribed guidelines.
(c) Ministry does not reject proposals solely based on unspent balance. Each proposal is
evaluated on its merits, including compliance with scheme guidelines, availability of funds,
and Utilization Certificates submitted by the State, wherever applicable. No proposal is
rejected without due consideration of all relevant factors.
