(a): whether the Government is contemplating on any new scheme/proposal to increase
the storage capacity of the warehouses of the Food Corporation of India (FC:I) in Ratlam
Lok Sabha Constituency in Madhya Pradesh;
(b): if so, the details of the total warehouse capacity currently available in the country
and the proposed increase in the coming years;
(c): whether the Government is considering to develop additional storage capacity
through private sector participation (PPP model); and
(d): if so, the details thereof and if not, will that be considered

(a): The requirement of Storage capacity in FCI depends upon the level of procurement,
requirement of buffer norms and PDS operations for Rice and Wheat mainly. The Government
continuously assesses and monitors the storage capacity across the country and based on the
storage gap assessment, the storage capacities are created/hired through following schemes:
1 Private Entrepreneurs Guarantee (PEG) Scheme
2 Central Sector Scheme (CSS) 2017-25
3 Construction of Silos under PPP mode
4. Hiring of godown from CWCs/SWCs/State Agencies
5 Hiring of godown through Private Warehousing Scheme (PWS).
6 Creation of godowns under Asset Monetization
7 CAP Hiring Scheme -2025 .
8 Modified PEG scheme for NE & Hilly states with longer guarantee period of 15 yearsHowever, as per the assessment, no new scheme/ proposal is under consideration to increase
the storage capacity of the warehouses of the Food Corporation of India (FCI) in Ratlam Lok Sabha
Constituency in Madhya Pradesh.
(b): Department of Food & Public Distribution through FCI mainly stores wheat & rice after
procurement for PDS operation and to maintain buffer stock. As on 01.11.2025, total Storage
Capacity available with FCI is 482.23 LMT (Owned covered– 147.38 LMT + Hired covered –
322.43 LMT+ CAP-12.42 LMT). Besides, 432.93 LMT storage capacity (347.13 LMT covered
and 85.8 LN[T CAP) is with state agencies. The State-wise details are enclosed at Annexure-l.
As on 01.11.2025, 2544 numbers (Owned - 575 & Hired – 1969) of godowns of Food
Corporation of India (FCI) are currently operating in the various states for storage of foodgrains
throughout the country. The State-wise details are enclosed at Annexure-II.
Measures being taken to increase storage facilities for developing efficient storage system in
the country as under:
Silos - in order to upgrade and modernize the storage facilities, Government of India has approved
construction of Steel Silos across the country under PPP mode. Accordingly, Silos at 52 locations
with capacity 29.50 Lakh MT have been completed. Silos are being constructed under PPP
(Public Private Partnership) mode where capital expenditure is made by private parties and rentals
are paid by FCI.
PEG Scheme - Under the PEG Scheme, construction of conventional godowns has been
undertaken in 24 States by attracting private investment, PEG Scheme was initiated in
2008. Total capacity sanctioned for godowns as on 01.11.2025 is 151.58 LN4T. Out of this,
148.51 LMT has been completed.
PEG Scheme II- in order to create covered capacity in wheat procuring states specially Punjab
and Haryana, new Capacity was sanctioned in Punjab and Haryana to Phase out Open Storage
i.e. 60 LMT in Punjab and 30 LMT in Haryana.
Centre Sector Scheme (CSS) - For the augmentation of godowns, under Central Sector Scheme
(2017-25), Ministry had approved the construction of godowns at 24 locations (15 in North-East
and 9 in other than NE region) with a total capacity of 1,05,890 MT in NE regions and 54,760 in
Other than NE regions. Under this scheme, a total capacity of 1,23,970 MT (72,550 MT in NE
regions and 51,420 MT in Other than NE regions) has been created by FCI from 01.04.2017 to
30.1 1.2025
The godowns are constructed in accordance with the BIS standards, CPWD specifications
and manuals issued by CPWD for ensuring uniformity, safety and compliance with established
engIneerIng practrces.Asset Monetization- Under Asset Monetization, godowns are constructed on vacant land under
the administrative control ofFCI.
Modified PEG Scheme for NE and Hilly States- To accelerate the pace of storage facility
construction in North East and hilly regions also, a modified PEG scheme has been introduced
with a higher guarantee period of 15 years.
(c) & (d): Yes. The Government through FCI augments its storage capacity by construction of
SILOs through Public Private Partnership (PPP) model.
