Parliament Question: Strategic Petroleum Infrastructure and Energy Security in Maharashtra

GOVERNMENT OF INDIA MINISTRY OF PETROLEUM AND NATURAL GAS RAJYA SABHA UNSTARRED QUESTION NO - 3499 ANSWERED ON – 23/03/2026 STRATEGIC PETROLEUM INFRASTRUCTURE AND ENERGY SECURITY IN MAHARASHTRA 3499. SHRI DHANANJAY BHIMRAO MAHADIK: Will the Minister of PETROLEUM AND NATURAL GAS be pleased to state: - (a) the details of petroleum storage, refinery and import infrastructure located in the State of Maharashtra; (b) whether capacity augmentation or modernization projects are under implementation, and the role of such infrastructure in ensuring national energy security; and (c) whether Government has assessed the employment and economic benefits arising from these projects in the State, and the steps taken to enhance safety, environmental compliance and disaster preparedness at petroleum installations in the State of Maharashtra? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF PETROLEUM AND NATURAL GAS (SHRI SURESH GOPI) (a) The details of petroleum storage, refinery and import infrastructure located in the State of Maharashtra are as below: Petroleum Infrastructure in Maharashtra Sr No. Details Unit As on 1.03.2026 1. LNG import terminal capacity at Dabol MMTPA 5.0 (b) to (c) Capacity augmentation and modernization projects is a continous activity and such projects are taken up for the development and strengthening of petroleum storage, transportation and distribution infrastructure throughout the country including State of Maharashtra. These projects play a critical role in ensuring national energy security by facilitating uninterrupted movement of petroleum products across regions, enable efficient supply chain management, and ensure timely availability of fuels to meet the country’s energy demand. These projects generate substantial employment across the value chain, creating both direct and indirect opportunities for skilled, semi and unskilled workers. These projects provide boost to local economy, support the growth of smalland medium enterprises, improve accessibility and affordability, and enhance overall living standards and economic well-being. Oil Industry Safety Directorate (OISD), a technical directorate under the Ministry of Petroleum and Natural Gas, has been entrusted with the responsibility of formulating standards, overseeing implementation through safety audits in petroleum industry with the aim to enhance safety levels. Oil and Gas companies in the country are required to adhere to all relevant standards of safety which inte- alia includes routine inspections, testing, and maintenance of the lightning protection systems to ensure their optimal functionality. The Petroleum and Natural Gas Regulatory Board has notified various regulations including PNGRB (Codes of Practices for Emergency Response and Disaster Management Plan) Regulations, 2010 and PNGRB Third Party Conformity Assessment Regulations, 2015 which mandate to undertake Technical and Safety Audits for safety and disaster preparedness at petroleum installations. ******
