Parliament Question: Street Vendors under Street Vendors Act, 2014

GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS LOK SABHA UNSTARRED QUESTION NO. 1856 TO BE ANSWERED ON JULY 30, 2026 STREET VENDORS UNDER STREET VENDORS ACT, 2014 NO. 1856 SHRI ABHISHEK BANERJEE: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the number of street vendors identified, surveyed, registered and issued Certificates of Vending under the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014, city and State- wise; (b) the number of Urban Local Bodies (ULBs) where Town Vending Committees (TVCs) have not been constituted or are not presently functional, city and State-wise; (c) the number of vendors removed, relocated, evicted or whose goods were seized by municipal, police or development authorities during the last five years and the current year, city and State-wise; (d) the number of such actions taken before completion of vendor survey, preparation of vending plan, notification of vending zones or disposal of claims by the TVCs; and (e) the number of complaints received from street vendors regarding eviction, seizure of goods, denial of Certificates of Vending or non- allotment of vending space and the action taken thereon, city and State- wise? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) to (e): In order to protect rights of urban street vendors and to regulate street vending activities, the Government of India has enacted the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014. However, the responsibility of implementation of the …2/--2- same lies with respective States/ Union Territories by framing Rules, Scheme, Bye-laws etc. as per provisions of the Act. From time to time, Ministry of Housing and Urban Affairs draws attention of the States/UTs on implementation of various provisions of the Act including periodical conduct of survey, constitution of Town Vending Committees, etc. through official letters and during review meetings & regular discussions. As on 12.7.2026, a total of 76.95 lakh street vendors have availed loans amounting to ₹18475.06 Crore under the PM SVANidhi Scheme on the basis of Certificate of Vending/ Letter of Recommendation. *****
