Shri Darshan Singh Choudhary: Will the Minister of COOPERATION (सहकारिता मंत्री) be pleased to state: (a) whether any special scheme or action plan is being implemented by the Government to set up new dairy cooperative societies in the country and to make the existing dairy cooperative societies more efficient, self-reliant and competitive; (b) the details of new dairy cooperative societies set up, societies funds strengthened, number of member farmers, funds allocated, utilized and achievements made during the last three years, State-wise; (c) whether the Government is taking any special initiative to provide financial and technical assistance to dairy cooperative societies for milk collection, cold societies chain, processing, value addition, quality testing, marketing, digitization and working capital; (d) if so, the details thereof; and (e) if not, the reasons therefor? ANSWER THE MINISTER OF COOPERATION (सहकारिता मंत्री) (SHRI AMIT SHAH) (a) and (b): As part of the National Plan for formation of new Multipurpose PACS, Dairy and Fishery Cooperative Societies to achieve cooperative coverage in every uncovered Panchayat/village over a period of five years, 25,552 new Dairy Cooperative Societies (DCSs) have been registered across the country, so far. The State-wise details of newly formed Dairy Cooperative Societies and the member farmers associated with them are given at Annexure-I. Further, the Ministry of Cooperation, in convergence with the Department of Animal Husbandry & Dairying (DAHD), is implementing the National Programme for Dairy Development Page 1 of 10(NPDD) across the country to strengthen dairy cooperatives. The scheme comprises the following two components: Component A, implemented across the country, supports creation and strengthening of infrastructure for milk testing, procurement, chilling, processing and value addition, including organization of new Dairy Cooperative Societies and strengthening of existing societies. Under Component A, during the last three years (2023-24 to 2025-26), 77 projects have been sanctioned in 29 States/Union Territories, involving funds released of ₹353.71 crore. The details of projects sanctioned and funds released during the last three years are given at Annexure-II. From 2025–26, financial assistance has also been extended under Component A for organization of new Dairy Cooperative Societies. Accordingly, 25 projects have been approved in 25 States for formation of 11,689 new Dairy Cooperative Societies, with a total outlay of ₹193.03 crore, including a Central share of ₹103.23 crore. An amount of ₹68.44 crore has been released, of which ₹38.89 crore has been utilized. State-wise details are given at Annexure-III. For strengthening existing Dairy Cooperative Societies, against a target of 46,422 societies during 2024–25 to 2028–29, 11,871 societies were strengthened during 2024–25 and 19,526 societies during 2025–26. State-wise details are given at Annexure-IV. Under NPDD Component A, assistance is provided for milk collection, quality testing, chilling, processing and value addition. As on date, 6,580 Bulk Milk Coolers with a capacity of 159.45 lakh litres, 47,578 Automatic Milk Collection Units and 9,810 Electronic Milk Adulteration Testing Units have been installed. Component B – Dairying through Cooperatives, implemented in nine States (Andhra Pradesh, Bihar, Madhya Pradesh, Punjab, Rajasthan, Telangana, Uttar Pradesh, Uttarakhand and West Bengal), supports modernization of dairy processing and marketing infrastructure and enhances farmers' access to organized markets. (c) and (d): Yes, Sir. The Government is providing financial and technical assistance to Dairy Cooperative Societies across the dairy value chain. In addition to the details mentioned above, under Component B of NPDD, 42 projects have been approved in the nine participating States. Financial assistance comprising ₹895.59 crore as loan and ₹381.43 crore as grant has been sanctioned, against which ₹787.96 crore as loan and ₹315.55 crore as grant have been released. State-wise details are given at Annexure-V. Financial assistance for modernization and expansion of dairy infrastructure is also provided under the Animal Husbandry Infrastructure Development Fund (AHIDF) and the Dairy Sahakar Scheme of the National Cooperative Development Corporation (NCDC). Working capital support is available through NCDC and interest subvention schemes, while RuPay Kisan Credit Page 2 of 10Cards, Micro-ATMs and digital banking facilities are being extended to dairy cooperative members. To strengthen marketing and value realization, cooperative dairy products are being promoted through the National Cooperative Exports Limited (NCEL) and digital marketing platforms. Under sustainability initiatives, Cooperative Inputs and Services Delivery Multi-State Cooperative Society Ltd. and Gomay Sahkari Samiti Multi-State Cooperative Society Ltd. were registered on 31.12.2025 to improve dairy productivity, input supply, manure management and farmers' income.
