Will the Minister of PETROLEUM AND NATURAL GAS be pleased to state:
(a) the present status of city gas distribution networks in Amritsar, Jalandhar, Ludhiana and Patiala;
(b) whether the Government proposes to expand PNG and CNG infrastructure to rural areas of Punjab,
if so, the details thereof;
(c) the details of ongoing work on the proposed gas pipeline expansion through central districts; and
(d) whether any special measures are being taken to ensure uninterrupted LPG supply during winter
and peak-demand periods and if so, the details thereof?

(a) to (c) Providing Piped Natural Gas (PNG) connections, establishment of Compressed Natural Gas
(CNG) stations and laying of pipeline infrastructure are part of the development of City Gas
Distribution (CGD) Network, which is carried out by the entities authorized by Petroleum and Natural
Gas Regulatory Board (PNGRB) as per their Minimum Work Programme (MWP) and techno-
commercial feasibility. After completion of 12/12A CGD bidding round, PNGRB has authorized
entities for the development of CGD network in 307 Geographical Areas (GAs), covering the entire
mainland area, including the state of Punjab, for the development of CGD network across the country.
PNGRB has authorized 16 GAs (including 1 GA spread over Chandigarh (UT), Haryana, Punjab &
Himachal Pradesh, 1 GA spread over Haryana & Punjab and 1 GA spread over Punjab & Rajasthan)
for the development of CGD network in the entire State of Punjab (including rural areas). As per MWP
targets, authorized entities have to provide approximately 39,42,225 PNG domestic (PNG (D))
connections, set up 435 CNG Stations and lay 64,177 Inch-Km pipeline infrastructure by 2033 in the
State of Punjab. As on 30.09.2025, the authorized entities have provided 1,22,897 PNG (D)
connections, established 282 CNG Stations and laid 15,398 Inch-Km pipeline in Punjab. The GA wise
CGD progress in the state of Pubjab including Amritsar, Jalandhar, Ludiana and Patiala as on
30.09.2025, is at Annexure-I.Laying of natural gas pipelines is carried out by the entities authorized by PNGRB. The details of the
natural gas pipelines authorized by PNGRB passing through the State of Punjab are attached at
Annexure-II.
(d) To meet the requirement of Liquefied Petroleum Gas (LPG) cylinders, LPG cylinder supplies are
arranged from 09 LPG Bottling Plants in Punjab. In case of any additional requirement during peak
demand season, LPG supplies are supplemented from Karnal and Jind LPG Bottling Plants situated in
Haryana.
For smooth and un-interrupted delivery of LPG cylinders to 96.34 Lakh customers in the State of
Punjab, Oil and Marketing Companies (OMCs) have appointed 863 numbers of Distributors. The
OMC-wise break-up of Distributors and customers is given here under:

During peak winter, the demand for LPG in northern states including Punjab witnesses an increase due
to lower ambient temperatures and OMCs are continue to meet the demand of LPG in all areas of
Punjab including Amritsar, Jalandhar, Ludhiana and Patiala.
