Parliament Question: Strengthening Healthcare Infrastructure in Lakhimpur Kheri

GOVERNMENTOFINDIA MINISTRYOFHEALTH AND FAMILYWELFARE DEPARTMENTOFHEALTH AND FAMILYWELFARE LOK SABHA STARREDQUESTION NO. *298 TOBE ANSWERED ON THE 7THAUGUST,2026 STRENGTHENINGHEALTHCARE INFRASTRUCTURE IN LAKHIMPUR KHERI *298 SHRIUTKARSH VERMAMADHUR: Will the MINISTEROFHEALTH AND FAMILYWELFARE be pleased tostate: (a) whether it is a fact that Lakhimpur Kheri, the largest district in Uttar Pradesh in terms of area wherein a large population,particularly inPalia rural andtribal areasbordering Nepal still hasto relyon Lucknowandothermajorcities for criticalmedicalcare; (b) if so, the details thereof and the steps being taken by the Government to address the issue in the district; (c) the funds allocated to the district under the National Health Mission (NHM) during the last three years; (d) whether the Government proposes toincrease the numberof Community HealthCentres(CHCs) and Primary Health Centres (PHCs) and make them operational round the clock to adequately cover the large geographicalarea of the said region; and (e)the detailsof the Government's plantofullyoperationalise the newly constructed Autonomous StateMedical College (ASMC), address the shortage of facultyandspecialist doctorsthere andprovide assistance toupgrade/develop it intoa super-specialityhospital andtrauma centre? ANSWER THE MINISTER OFHEALTH AND FAMILYWELFARE (SHRIJAGATPRAKASH NADDA) (a) to(e)AStatement islaidon the Tableof the House.STATEMENTREFERRED TO IN REPLYTOLOK SABHA STARREDQUESTION NO. 298*FOR7TH AUGUST,2026 (a) to (e): “Public Health” and “Hospital” is a State subject, therefore the primary responsibility for planning, implementing, maintaining and to set up adequate number of healthcare facilities as per requirement is of that State Government. Under the National Health Mission (NHM), financial and technical support isprovidedto States/UnionTerritories tostrengthen the public healthcaresystem based on proposals received from States/Union Territories in their Programme Implementation Plans (PIPs) within their overall resource envelope. Government of India provides approval for the PIPs in the form of Recordof Proceedings(RoPs) aspernormsand availableresources. The budget approvals as per the RoP to Uttar Pradesh can be accessed through the following link: https://www.nhm.gov.in/index4.php?lang=1&level=0&linkid=49&lid=62 To reduce regional disparities in healthcare access, various measures through strengthening of Ayushman Arogya Mandirs (AAMs), Primary Health Centres (PHCs), Community Health Centres (CHCs), Sub-District Hospitals (SDHs), District Hospitals (DHs) and other programme intervention like Telemedicine and Mobile Medical Units (MMUs), FreeDiagnostics ServiceInitiative (FDSI),Free Drug ServiceInitiative (FDSI)etc.are supported underNHM. As per the Health Dynamics of India (HDI), 2023-24, inLakhimpur District, there are 9CHCs, 29 PHCs and 461 AAMs, out of which 4 CHCs, 7 PHCs and 8 AAMs are operational in rural and tribal areasof the district bordering Nepal. Under National Health Mission (NHM), funds are released to States/Union Territories under Flexible Pool on a lump sum basis to provide greater flexibility to States/Union Territories toutilize the funds as per their felt need and priorities. The details of Central share released to the State of Uttar Pradesh under NHM during FY 2023-24 to FY 2025-26 for strengthening the healthcare services is givenbelow: (Rs. inCrore) FinancialYear AmountofCentralRelease 2023-24 4928.14 2024-25 5853.43 2025-26 5686.12 Further under Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM), approval was accorded to Lakhimpur Kheri for establishment of 1 Critical Care Block (CCB), 1 Integrated Public Health Lab (IPHL), 10 Block Public Health Units (BPHU), 10 Urban-Ayushman Arogya Mandir (U-AAM) and 130 Building-less Sub Health Centre -AAM including 2 Block Public Health Units (BPHU) and 16 Building-less Sub Health Centre -AAMs in rural and tribal areas of the district borderingNepal.As informed by the State Government of Uttar Pradesh, Autonomous State Medical College (ASMC), Lakhimpur Kheri, has been established as per the norms and standards prescribed by the National Medical Commission (NMC) for imparting undergraduate medical education. Regular advertisement andinterviewsare conductedtorecruit facultymembers. Patientsrequiringspecialist care are treated by specialists’ faculties of the college and emergency medical services are also available for allpatientsrequiring emergencycare. *****
