Parliament Question: Strengthening of Fertilizers Supply Chain

GOVERNMENT OF INDIA MINISTRY OF CHEMICALS AND FERTILIZERS DEPARTMENT OF FERTILIZERS LOK SABHA UNSTARRED QUESTION NO. 4716 TO BE ANSWERED ON: 20.03.2026 Strengthening of Fertilizers Supply Chain 4716. SHRI BAJRANG MANOHAR SONWANE: Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state: (a) the details of subsidy schemes being operated by the Government to check the prices of fertilizers in the country along with allocation of Urea, DAP and NPK fertilizers to Marathwada region of Maharashtra including Beed district during the last three years, district-wise and year-wise; (b) whether the Government has received the complaints of artificial scarcity, sales at enhanced prices and hoardings of fertilizers in said district, if so, the details thereof along with the action taken thereon so far; (c) whether the Government proposes to set up a new fertilizer plant or strengthen the supply chain of fertilizers in drought hit region of the said district, if so, the details thereof, district-wise; and (d) the number of centres being run under Pradhan Mantri Kisan Samriddhi Kendra Yojana in the said district along with the steps taken by the Government to ensure timely availability of fertilizers to the farmers in a transparent manner? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF CHEMICALS AND FERTILIZERS (SMT. ANUPRIYA PATEL) (a): Urea is provided to the farmers at a statutorily notified Maximum Retail Price (MRP) irrespective of the cost of production. The subsidized MRP of 45 kg bag of urea is Rs.242 per bag (exclusive of charges towards neem coating and taxes applicable). The difference between the delivered cost of urea at farm gate and net market realization by the urea units is given as subsidy to the urea manufacturer/importer bythe Government of India. Accordingly, all farmers are being supplied urea at the subsidized rates. In case of Phosphatic and Potassic (P&K) fertilizers, Government has implemented Nutrient Based Subsidy (NBS) Policy w.e.f. 01.04.2010. Under the policy, a fixed amount of subsidy, decided on annual/bi-annual basis, is provided to manufacturer / importer on subsidized P&K fertilizers depending on their nutrient content i.e. Nitrogen (N), Phosphorus (P), Potassium (K) and Sulphur (S). Under NBS Scheme, P&K fertilizers are decontrolled and fertilizer companies are allowed to fix MRP as per market dynamics at reasonable level which is monitored by the Government. District-wise and year-wise details of allocation of Urea, DAP and NPK fertilizers to Marathwada region of Maharashtra including Beed district during the last three years are placed as Annexure. (b): In order to address the issues of hoarding, artificial scarcity, sales at enhanced prices, fertilizers are declared as an essential commodity under the Essential Commodities Act, 1955 and notified under Fertilizer Control Order, 1985. State Governments are empowered to take action against persons involved in said malpractices, as per provisions of EC Act. Any complaints received at Department of Fertilizers level regarding these malpractices is sent to concerned State Government to take appropriate action under Essential Commodities Act, 1955 and Fertilizer Control Order, 1985. However, During the last three years no such complaint was received from Marathwada region of Maharashtra, including Beed district, in the Department of Fertilizers through the CPGRAMS portal, which is an online platform for grievance redressal, regarding availability of fertilizers and black-marketing/over- pricing and other such malpractices. However, during routine inspections of flying squad and fertilizer inspectors, following actions have been taken in the district: Sr. Action Taken 2023-24 2024-25 2025-26 No. 1 Licence Suspension 7 5 52 2 Licence Cancelation 4 1 4 3 Police Cases 1 2 2(c): To strengthen the fertilizer supply chain, new rake points are established on need basis by the Government. Fertilizer supply to Ashti, Patoda and Shirur tahasils is allowed from Ahilyanagar (Ahmednagar) rake point. (d): At present, 676 centres are being run under Pradhan Mantri Kisan Samriddhi Kendra Yojana in Beed District. Further, to ensure timely and adequate supply of fertilizers in the country, before the commencement of each cropping season, Department of Agriculture and Farmers Welfare (DA&FW), in consultation with all the State Governments, assesses the state-wise & month-wise requirement of fertilizers. On the basis of requirement projected, Department of Fertilizers allocates sufficient/ adequate quantities of fertilizers to States by issuing monthly supply plan and continuously monitors the availability. The movement of all major subsidized fertilizers is monitored throughout the country by an on-line web-based monitoring system called integrated Fertilizer Monitoring System (iFMS).
