Will the Minister of FOOD PROCESSING INDUSTRIES be pleased to state:
(a) whether the Government has undertaken any assessment of the food processing sector in Mumbai and the Mumbai Metropolitan Region with regard to value addition, employment generation, exports and reduction of post-harvest losses during the last three years and if so, the details thereof;
(b) the details of projects sanctioned, financial assistance released and infrastructure created under various Central Government schemes for food processing industries, cold-chain facilities, food testing laboratories and logistics infrastructure benefiting Mumbai;
(c) whether the Government has identified constraints relating to land availability, storage, processing capacity, food safety and market access affecting food processing industries in Mumbai and if so, the details thereof; and
(d) the measures taken or proposed to promote investment, strengthen food processing infrastructure, encourage start-ups and improve value addition in the food processing sector in Mumbai? ANSWER THE MINISTER FOR FOOD PROCESSING INDUSTRIES (SHRI CHIRAG PASWAN)
(a): The Ministry of Food Processing Industries (MoFPI) has conducted various assessments from time to time to identify the level of food processing and to estimate post- harvest losses for various agricultural produces in India. These assessments are based on primary data collection across the country including Mumbai and provides crop-wise estimates of the level of food processing and post-harvest losses. The details of the estimated level of processing, as per the latest study titled "Study to Determine the Level of Food Processing in India" conducted by CRISIL Ltd., 2026 with 2024–25 as the reference year, along with the estimated harvest and post-harvest losses of various agricultural commodities as assessed in the last two studies commissioned by the Ministry, namely (i) ICAR–Central Institute of Post- Harvest Engineering & Technology (CIPHET), 2015 with reference period 2012–14 and (ii) NABARD Consultancy Services Pvt. Ltd. (NABCONS), 2022 with reference period 2020–22 are placed at Annexure-I.
(b): Under the Central Sector umbrella scheme of MoFPI- Pradhan Mantri Kisan Sampada Yojana (PMKSY), Ministry provides financial support in the form of grants-in-aid/ subsidy for setting up of food processing projects for creating both processing and preservationinfrastructure facilities, creation of modern infrastructure with efficient supply chain management from farm gate to retail outlets, to reduce post-harvest losses and to increase the level of processing across the country including Maharashtra. The component schemes of PMKSY, the details of projects sanctioned and financial assistance released for infrastructure

Research & Development – (R &D) #Schemes are discontinued with effect from 01.04.2021 $Status for completed projects The details of the projects completed for infrastructure creation under the PMKSY in Mumbai are placed at Annexure-II.
(c) and (d): The Ministry is undertaking stakeholder consultations from time to time to understand the issues faced by food processing industries sector in the country. Such consultations indicate issues like high infrastructure establishment costs, logistics expenses, energy costs, storage constraints and supply chain inefficiencies, etc. which can affect the competitiveness of food processing enterprises, particularly Micro, Small and Medium Enterprises (MSMEs) in the country.
MoFPI through implementation of various initiatives and schemes viz. PMKSY, Prime Minister Formalization of Micro Food Processing Enterprises (PMFME) and Production Linked Incentive Scheme for Food Processing Industries (PLISFPI) aims for the overall and holistic end-to-end development of food processing sector. Under various component of the aforementioned schemes, the MoFPI provides financial assistance for creation of modern infrastructure with efficient supply chain management from farm gate to retail outlet across the country including Mumbai. The infrastructure created and assistance
provided aims at providing better returns to farmers, creation of employment opportunities, reducing wastage and increasing the processing level.
The Ministry has been extending support to industry associations for organizing regional conferences, seminars, and promotional events across the country. These platforms helps disseminate information on investment opportunities in India, highlight the progressivepolicy initiatives and reforms undertaken by the Government of India, and foster meaningful dialogue between the Government and industry.
Further strengthening this outreach, the Ministry organizes World Food India, India's flagship international event for the food-processing sector. This is a premier platform for MSMEs to display their products, technologies, and innovations before a diverse audience comprising global investors, multinational corporations, domestic enterprises, policymakers, and other key stakeholders. The event has facilitated business networking, investment promotion, technology exchange, and has given market access to the participants.
