Strengthening of PACS in Eastern Uttar Pradesh
2570. Shri Shashank Mani:
Will the Minister of COOPERATION (सहकारिता मंत्री) be pleased to state:
(a) the number of Primary Agricultural Credit Societies (PACS) in eastern Uttar Pradesh,
including Deoria, that have been computerised and modernised under the Central Sector
Scheme during the last three years, district-wise;
(b) the details of financial assistance released for the modernisation of PACS in the region;
(c) whether any new multipurpose PACS have been established in the eastern Uttar Pradesh,
including Deoria; and
(d) the measures taken to expand the activities of PACS to include storage, dairy, fisheries and
other rural services?

(a) As per the National Cooperative Database (NCD), as on 15.07.2026, there are 8,044
functional Primary Agricultural Credit Societies (PACS) in Uttar Pradesh, including 196
PACS in Deoria District.
The Government launched the Centrally Sponsored Project for Computerization of PACS
in 2022 to bring all functional PACS onto a common ERP (Enterprise Resource Planning)
based national software. Under the project, 6,257 PACS have been sanctioned for
computerization in Uttar Pradesh, of which 119 PACS are in Deoria district. So far, 85
PACS in Deoria district have been onboarded onto the ERP software. The district wise
details of PACS computerization in Uttar Pradesh are attached at Annexure-1.
(b) Initially, 63,000 PACS were approved under the Centrally Sponsored Project for
Computerization of PACS with a financial outlay of ₹2,516 crore. The project has since
been expanded to cover 79,630 PACS with a revised outlay of ₹2,925.39 crore. Financial
assistance of ₹68.05 crore has been provided to the State of Uttar Pradesh. This includes
Page 1 of 8₹11.28 crore during FY 2022–23, ₹42.30 crore in FY 2023–24, nil in FY 2024–25, ₹4.47
crore during FY 2025–26, and ₹10.00 crore during FY 2026–27.
Additionally, as on 30.06.2026, the National Cooperative Development Corporation
(NCDC) has cumulatively disbursed ₹5,74,090.48 crore for the development of cooperative
institutions across the country. The district wise details of disbursement by NCDC during
last three years in Uttar Pradesh are attached at Annexure-2.
(c) Yes, Sir. As per the National Cooperative Database, as on 15.07.2026, 1,387 new
multipurpose Primary Agricultural Credit Societies (PACS) have been registered in Uttar
Pradesh, including Deoria district, since the Government approved the plan on 15.02.2023
for the establishment of new multipurpose PACS, dairy, and fisheries cooperative societies.
The district-wise details of the newly registered PACS in Uttar Pradesh are enclosed at
Annexure-3.
(d) To strengthen PACS, the Government has circulated Model Bye-laws, enabling them to
undertake more than 25 business activities and function as multipurpose cooperative
societies. PACS can now operate as Common Service Centres (CSCs), Pradhan Mantri
Bharatiya Janaushadhi Kendras (PMBJKs), Pradhan Mantri Kisan Samriddhi Kendras
(PMKSKs), LPG distributorships, retail petrol/diesel outlets, and other service centres.
Further, the Government has approved the World’s Largest Grain Storage Plan to create
warehouses, custom hiring centers, primary processing units and other agri-infrastructure
for grain storage at PACS level, through convergence of various Government of India
(GOI) schemes.
These initiatives have strengthened PACS and expanded livelihood opportunities in rural
areas. They have improved access to institutional credit, enhanced marketing opportunities
through cooperative institutions, promoted business diversification, generated additional
employment and income for farmers, rural youth and women, and improved transparency,
financial inclusion and service delivery through technology-enabled cooperative societies.
